At the project of connecting Vo Chi Cong road to Dong Que Son Industrial Park connecting with National Highway 14H and National Highway 1, part of the project to complete coastal road 129 (Vo Chi Cong road), the Provincial Traffic Construction Investment Project Management Board said that the project implementation location is in Thang Binh and Duy Xuyen districts.
Component project 2 consists of 2 routes. Branch route 1: Road connecting Vo Chi Cong Street to Dong Que Son Industrial Park connecting to National Highway 14H with a length of about 19.4km, investing in 1/2 of the planned cross-section of 38m. Branch route 2: Road connecting Vo Chi Cong Street to National Highway 1 with a length of about 4km, investing in a cross-section suitable for the planning with a width of 38m = 2x10.25m road surface + 2.5m median strip + 2x7.5m sidewalk.
For Component 2, localities have handed over 12km/23.1km. Of which, Thang Binh district is organizing exploitation to hand over the land of a 6.1km long forest land section; the remaining 4.5km due to the impact of national defense land, 0.3km is undergoing land recovery procedures, 1.2km of agricultural land has not been handed over, and 3km of residential land and housing must be cleared and resettled.
"However, the biggest problem in site clearance for Component 2 Project is the resettlement of 61 households whose residential land must be cleared (42 households in Thang Binh, 19 households in Duy Xuyen), the affected area is about 3.5km/23.1km" - Mr. Nguyen Van Thuong - Director of the Provincial Traffic Construction Investment Project Management Board said.
Therefore, to ensure the progress of the project, the Provincial Traffic Construction Investment Project Management Board requests the People's Committees of Thang Binh and Duy Xuyen districts to pay attention to directing the acceleration of the construction of resettlement areas to serve the project.
Of which, Thang Binh district has 4 areas including: New rural residential area in Hien Luong village, Binh Giang commune; New rural residential area in Ngoc Son Dong village, Binh Phuc commune; Ke Xuyen market residential area (phase 2) and Project to adjust the location of lot F/F1 out of the boundary of Ha Lam - Cho Duoc Industrial Cluster for resettlement. Duy Xuyen district has a new rural residential area in Nhon Boi village, Duy Thanh commune.
Next, the delegation inspected the Van Ly Bridge Project and the approach road in Dai Loc district and Dien Ban town. The project has a total length of 7.78km, including a 3.65km branch connecting to DT609C and a 4.13km branch connecting to DT605. The project has a construction package worth more than 467 billion VND, a construction period of 900 days, to be completed before March 30, 2026. Currently, the bridge section is under construction.
The entire 7.78km-long access road of the project has not yet been constructed. On January 22, 2025, Dai Loc district handed over 2km/3km of the land through Dai Hoa commune. In Dien Quang and Dien Hong communes (Dien Ban town), the compensation plan was only approved on January 23, 2025, and the land has not yet been handed over.
According to Mr. Nguyen Van Thuong - Director of the Provincial Traffic Construction Investment Project Management Board, the volume of land clearance for the approach road is still very large, only the site has been handed over in Dai Hoa commune, but the site is not continuous so the construction of the approach road cannot be organized yet. In addition, there are no resettlement areas to relocate the households cleared.
After inspecting each project and listening to the Provincial Traffic Construction Investment Project Management Board and localities report on the implementation status and difficulties, Provincial Party Secretary Luong Nguyen Minh Triet directed units to focus on removing and making efforts to handle difficulties.
In particular, focus on building resettlement areas, valuing land and related crops to quickly mobilize people to hand over land for the project. Departments and branches speed up the implementation of administrative procedures, especially the licensing of mines to have raw materials for investors to construct.

Comrade Luong Nguyen Minh Triet noted that these are key projects of the province in 2025, so departments, branches and localities should focus on implementing them flexibly in a spirit of urgency but must follow the correct procedures, regulations and laws.
