What can localities exploit from the PII 2023 index?

Through PII data, localities can identify strengths, weaknesses and potential factors, thereby making decisions on growth models and tasks and solutions in the development process.

The results of the 2023 Provincial Innovation Index (PII) ranking of 63 provinces and cities were announced by the Ministry of Science and Technology on the afternoon of March 12. Currently, the ranking information and detailed scores, strengths and weaknesses of each province have been posted here .

In the PII 2023 report, each locality has a dashboard detailing the assessment results, scores and rankings for each indicator (52 indicators), indicator groups (16 groups) and pillars (7 pillars). In addition to measuring innovation capacity, 5 strengths and 5 weaknesses are also identified.

According to Deputy Minister of Science and Technology Hoang Minh, the PII index aims to provide a realistic, comprehensive, multi-dimensional picture, showing the strengths, weaknesses, potential factors and necessary conditions for socio-economic development based on science, technology and innovation of each locality.

"Direct comparison between localities is relative, not the main purpose of the index, because each locality has different conditions, characteristics and development orientations," he said. For example, localities in mountainous areas will have different conditions and characteristics from localities in the plains or coastal areas. Some localities have favorable conditions and orientations for agricultural development, but other localities have conditions and orientations for service - tourism development or industrial development...

Accordingly, instead of only paying attention to rankings, localities should delve into the details of the data provided by PII, reflect on their localities, and use PII data as a basis (along with other data) to organize forums with the participation of diverse stakeholders to correctly identify strengths, weaknesses, potential factors and necessary conditions. From there, propose policies on growth models, specific tasks and solutions for implementation.

Deputy Minister Hoang Minh acknowledged that the innovation results of each country or locality are a combination of many factors of different nature. The PII index is calculated based on many component indicators, so the score of each pillar does not necessarily reflect the level of good or bad, but also reflects the characteristics of the development model based on science, technology and innovation of each locality. Therefore, "a locality with a low score on a certain component is not necessarily weak, but may just be a normal characteristic of that locality," he said. It is necessary to consider the entire index, not just a few component indicators, and at the same time, it is necessary to take into account the specific context of each locality.

Director of the Hanoi Department of Science and Technology Nguyen Hong Son acknowledged that through measurement and evaluation data from the index, Hanoi has a comprehensive, multi-sectoral, multi-field vision of the locality's innovation capacity. Hanoi can identify issues that need attention to direct and manage the development and implementation of measures and solutions to promote development based on science, technology and innovation, contributing to improving competitiveness and innovation capacity.

Mr. Hoang Minh Cuong, Vice Chairman of Hai Phong City People's Committee (ranked 3rd) said: "The entire government system must be proactive in administrative reform and promote the business environment."

Education and science and technology are the areas that local leaders have invested heavily in and developed. Mr. Cuong said that spending on research topics has been pushed "to the limit", and there is no longer a situation of "spending in moderation and small amounts of investment like before".

The PII also shows that Hai Phong is marked by factors such as institutions, human resource quality, research, and market development level. However, Mr. Hoang Minh Cuong pointed out that Hai Phong's weaknesses are the low number of patents and low international citations. Enterprises have not yet mastered and innovated core technologies. The city also does not have a high-tech cluster and a startup support center of equal stature.

Therefore, in the coming time, the port city's strategy is to improve the quality of human resources in research and development; build brands, high-tech industrial clusters and startup support centers. "We will create a core, independent and sustainable innovation platform for Hai Phong," said Vice Chairman Hoang Minh Cuong.
