Ministries and sectors 'must keep their promises'

On the afternoon of January 25, the Government's Project 06 Implementation Working Group held a meeting to review and promote the progress of implementing tasks of ministries and branches since the 2-year review conference of Project 06 implementation held at the end of December 2023 until now.

Ministries and sectors need to take the lead in registering identification codes.

The report at the meeting showed that since the 2-year review conference on the implementation of Project 06, the ministries and branches that are members of the Working Group have resolutely implemented their tasks. In particular, the Ministry of Information and Communications has advised the Prime Minister to issue Decision No. 36/QD-TTg approving the Information and Communications Infrastructure Planning for the 2021-2030 period, with a vision to 2050; issued Decision No. 2568/QD-BTTTT on the architecture of Vietnam's e-Government version 3.0...

Regarding the tasks to be implemented, after having the Vietnam e-Government Architecture Framework version 3.0, ministries, branches and localities must re-evaluate their information technology infrastructure to see if version 3.0 can be applied, and from there build an investment roadmap and propose funding sources. The Ministry of Information and Communications will organize inspections, provide guidance and set a time limit for completing this task.

Regarding the Decree regulating the list of national databases, the construction, updating, maintenance, exploitation and use of national databases according to simplified procedures, the Ministry of Information and Communications urgently completes the draft Decree dossier according to the opinions of the Ministry of Justice, and submits it to the Government before March 30, 2024 to ensure the implementation of the construction of the National Data Center.

There are currently 466 administrative procedures of 12 ministries and agencies that have not been implemented according to 19 resolutions of the Government. These ministries and agencies need to urgently have a roadmap to complete simplification and send it to the Ministry of Justice before January 31, 2024 for collection and reporting to the Prime Minister in March 2024.

To serve the implementation of the Law on Identification, which will take effect from July 1, 2024, the Ministry of Justice and the Government Office will coordinate with the Ministry of Public Security in reviewing and finalizing the Decree detailing and guiding the implementation of the Law on Identification, the Decree replacing Decree No. 59/2022/ND-CP regulating electronic identification and authentication, and submit it to the Prime Minister for signing and promulgation, to be completed before April 15, 2024.

Ministries and sectors need to take the lead in registering organizational identification codes and using them in electronic transactions, gradually forming an organizational digital environment, to be completed in the second quarter of 2024.

Regarding the public service group, there are 13 public services of 8 ministries and branches that have not been completed. These ministries and branches need to restructure the process, apply the national population database integrated into the national public service portal, and complete it in the first quarter of 2024.

Regarding data sharing and connection, up to now, 19 localities have implemented the digitization of civil status data on the population database platform with 14.5 million data; 450/705 levels have completed the digitization of land data.

Speaking at the meeting, Deputy Prime Minister Tran Luu Quang requested to continue to remove obstacles in the legal corridor; promote the reduction of administrative procedures; build industry databases; synchronize equipment and standards in connecting and interoperating databases...

To successfully implement the Project, the Deputy Prime Minister emphasized that it is necessary to overcome oneself, first of all, to change the way of doing things, to change the mindset, although this is the most difficult thing, but if "comrades do not do it, they will be forced to do it".

Regarding the time and roadmap for completing the assigned tasks, the Deputy Prime Minister requested that ministries and branches "keep their promises" and resolutely and synchronously implement them; at the same time, he affirmed his readiness to meet with ministries and branches after office hours to clear up institutional problems. He assigned the Government Office to coordinate with the Standing Working Group to review the tasks of ministries and branches, thereby synthesizing and proposing problems that need to be resolved.

Concluding the meeting, Minister To Lam requested ministries and branches to continue to promote ensuring security and safety, because this is a very important issue; strengthen, proactively and effectively guide and train officials, civil servants and employees in ministries, branches and localities to master digital skills, ensure security and safety in digitization, connection, use and development of data...

The Minister also requested ministries and branches to continue to accelerate the speed of digitizing data connected to the National Population Database to serve socio-economic development, management and administration of authorities and leaders at all levels; closely coordinate with units of the Ministry of Public Security to integrate utilities into VNeID to serve people and businesses.
