Deputy Prime Minister Tran Luu Quang: "Vietnam develops AI without violating common rights and interests"

Speaking at the opening session of the Vietnam Artificial Intelligence Day on the afternoon of August 23, Head of the Central Economic Commission, Deputy Prime Minister Tran Luu Quang said that artificial intelligence has become one of the key technologies of the Fourth Industrial Revolution, playing an important role in changing the world and human life.
Vietnam identifies the importance of artificial intelligence
Deputy Prime Minister Tran Luu Quang cited information showing that artificial intelligence (AI) is being strongly promoted in many countries with the potential to be applied in many different fields and industries. In 2023, breakthroughs related to platform technologies such as Large Linguistic Model, Generative AI and outstanding applications based on these platforms were witnessed.

According to the Deputy Prime Minister, realizing the importance of artificial intelligence, the Party and State of Vietnam have always paid attention and issued many specific policies and orientations to promote research, development and application of artificial intelligence technology.

The Prime Minister has also issued the National Strategy on Research, Development and Application of Artificial Intelligence by 2030 with the goal of making AI an important technology sector in Vietnam. The strategy aims to make Vietnam a center for innovation, development of AI solutions and applications in the ASEAN region by 2030. After 3 years of implementing the National Strategy on AI research, development and application, Vietnam has achieved some encouraging initial results. Artificial intelligence technology is contributing to improving labor productivity and the quality of human life. In fact, more and more economic sectors are benefiting from AI. However, the rapid development of artificial intelligence also poses many challenges in management and administration not only in Vietnam but also in all countries in the world. "Vietnam always affirms that the development and application of AI must take national interests, the interests of society and the people as the center, and must not abuse technology to infringe upon these legitimate rights and interests," Deputy Prime Minister Tran Luu Quang emphasized. Through the Vietnam Artificial Intelligence Day 2024, the Deputy Prime Minister proposed that everyone cooperate, share information, experience, initiatives, solutions on policy making and management, experiences in promoting research and application activities on artificial intelligence, experiences in forming and developing a high-quality human resource team to contribute to promoting the development of a sustainable AI ecosystem in Vietnam. The Deputy Prime Minister highly appreciated the efforts to build more than 10 specialized training programs on artificial intelligence, and welcomed a number of organizations and enterprises that have proactively invested in researching and developing a number of artificial intelligence products to serve life, especially products based on data sources and knowledge specific to Vietnam. The Deputy Prime Minister also suggested that enterprises continue to promote cooperation, training, investment, development, and provision of artificial intelligence products to serve people's lives. “I believe that through the activities of the Vietnam Artificial Intelligence Day 2024, we will have many exchanges, discussions, and find new directions, solutions, and cooperation opportunities towards the future,” the Deputy Prime Minister stated.
AI4VN – National Forum on Artificial Intelligence
According to Deputy Minister of Science and Technology (MOST) Bui The Duy, Vietnam Artificial Intelligence Day 2024 (AI4VN 2024) is an important event, marking a new milestone in the 7-year journey of the AI4VN event organized by the MOST to promote the ecosystem for the development and application of artificial intelligence in Vietnam. In recent times, the Ministry of Science and Technology and related ministries have made efforts to improve the legal framework and implement mechanisms and policies to facilitate the development of artificial intelligence in Vietnam. However, the development of artificial intelligence not only opens up new opportunities but also poses many challenges in the management and governance of artificial intelligence. The issue of artificial intelligence ethics and responsible development of artificial intelligence is being discussed and discussed by countries and international organizations. In Vietnam, the Prime Minister has issued Decision No. 127/QD-TTg on the National Strategy on Research, Development and Application of Artificial Intelligence to 2030, which clearly states the orientation of developing and applying artificial intelligence with people and businesses at the center, avoiding technology abuse and infringement of the rights and legitimate interests of organizations and individuals. “To implement this orientation, the Ministry of Science and Technology issued Decision No. 1290/QD-BKHCN dated June 11, 2024 guiding a number of principles on research and development of responsible artificial intelligence systems. This is the first document in Vietnam to outline a number of general principles that need attention in the research and development of responsible artificial intelligence systems and to recommend that organizations, units and individuals voluntarily refer to and apply them in the process of research, design, development and provision of artificial intelligence systems,” said Deputy Minister Bui The Duy. After 6 years of organization, AI4VN has become an important national forum, gathering resources to successfully implement the National Strategy on Research, Deployment and Application of Artificial Intelligence in Vietnam for the period 2020-2030.
