Sprint to complete 3,000 km of highway

The fact that the Ministry of Home Affairs has just submitted to the Prime Minister a plan to organize the Launching Ceremony of the peak emulation campaign "500 days and nights of emulation to complete 3,000 km of expressway" in accordance with the direction of the head of the Government, has shown the great determination of the Government and the Prime Minister in their efforts to achieve this special goal.

The above event, held in the next few days, will certainly go beyond the scope of a specific ministry or sector to become a nationwide emulation movement, creating a special economic mark for the entire period of 2021 - 2026, creating a strong push in completing the infrastructure system with the main highlight being the national highway network.

It should be added that the Resolution of the 13th National Party Congress sets the goal of putting 3,000 km of expressways into operation by 2025 and striving to put 5,000 km into operation by 2030.

In recent times, under the strong direction of the Government and the Prime Minister, the implementation of investment and development of transport infrastructure has received special attention from ministries, departments, branches and localities with new thinking and new approaches, ensuring all three goals of "quality, progress and efficiency".

To date, the country has completed nearly 700 km of additional expressways, passing through 15 provinces and cities, bringing the total number of expressways to more than 2,000 km.

The completed projects have contributed to promoting socio-economic development, creating new development space, new urban, service and industrial areas, increasing land value, reducing logistics costs, and improving the competitiveness of the economy. At the same time, changing the face of the country, contributing to creating jobs and livelihoods for people and businesses, improving the material and spiritual life of the people.

In addition to the achievements, the remaining site clearance in some projects is still slow, the construction progress in some projects has not met the set plan. The implementation of project establishment, appraisal, approval, and technical design in some projects has not been as expected. Therefore, the launch of the "500 days and nights of emulation to complete 3,000 km of expressways" peak emulation campaign will contribute to strongly arousing the aspiration for national development, promoting the proactiveness and creativity in the entire political system and among the people in the construction of expressways, successfully completing the goals of the Resolution of the 13th National Party Congress, practically welcoming the Party Congresses at all levels, towards the 14th National Party Congress.

In fact, this is a challenging goal, because to complete 3,000 km of expressway by the end of 2025, the implementation speed must be many times faster than the investment and construction of this special type of traffic project in the past.

In addition to continuing to promote the spirit of "overcoming the sun, overcoming the rain", "not losing to the pandemic", "eating quickly, sleeping urgently", "working in 3 shifts, 4 shifts" ..., relevant ministries, branches and localities, in which the leading role is the Ministry of Transport, need to have creative ways, organize and implement systematically and scientifically to speed up construction progress, improve the quality of works and projects. In addition, the Ministry of Transport also needs to quickly review the roads that have been put into operation that can be upgraded to expressways (such as the Noi Bai - Bac Ninh section that overlaps National Highway 18, the Hung Yen - Ha Nam section that overlaps the road connecting the Hanoi - Hai Phong expressway with the Cau Gie - Ninh Binh expressway, the Phu Ly - Nam Dinh City section that overlaps the new Phu Ly - Nam Dinh road under the BT and BOT form...) to advise and report to the Prime Minister on investment plans to upgrade these routes to expressways according to regulations.

In the goal of completing 3,000 km of expressway by 2025, the first priority is to complete the entire North-South expressway in the East by 2025 according to the Resolution of the 13th National Party Congress. Therefore, the Ministry of Transport and relevant agencies and units must be extremely focused, responsible, and mobilize all resources for implementation, especially paying attention to the expressway section Can Tho - Ca Mau, although some difficulties and obstacles have been resolved, there is still a risk of delay.

In all cases, when encountering difficulties, obstacles, and setbacks, all levels, sectors, and forces participating in project and construction implementation need to work together, "only discuss progress, not retreat", with the highest determination, proactiveness, creativity, daring to think, daring to do to overcome all challenges, bringing the project to the finish line. This is the most fundamental solution for the transport sector to utilize all resources, together with the provinces and centrally-run cities, to complete 3,000 km of expressways by 2025, ensuring quality and investment efficiency in accordance with the requirements of the Prime Minister.
