On December 24, the Ministry of Health held a conference to deploy health work in 2025. At the conference, leaders of the Ministry of Health said that they are finalizing a project to establish a Central Center for Disease Control and reorganize a number of centrally-affiliated hospitals, transferring them to local ministries and branches for management.
According to the project to establish the Central Center for Disease Control, this unit will play an important role in researching and developing effective measures to prevent epidemics and diseases.
It is expected that the Central Center for Disease Control will be established on the basis of rearranging and reorganizing the Central Institute of Hygiene and Epidemiology, the National Institute of Nutrition, the Institute of Occupational and Environmental Health, the Central Institute of Malaria - Parasitology - Entomology, and the Quy Nhon Institute of Malaria - Parasitology - Entomology to undertake the functions and tasks of the Central Center for Disease Control.
At the same time, the project also rearranges regional institutes including Nha Trang Pasteur Institute, Tay Nguyen Institute of Hygiene and Epidemiology, Ho Chi Minh City Pasteur Institute, Ho Chi Minh City Institute of Malaria - Parasitology - Entomology, Ho Chi Minh City Institute of Public Health to assume the functions and tasks of regional disease control centers in the new situation.
According to the project, the Central Center for Disease Control will be the unit that directs technical expertise in preventive medicine and public health nationwide. The Center is responsible for directing and handling urgent public health events. Building a response system to quickly respond to major public health events such as dangerous epidemics, poisoning, pollution, and preventing natural disasters and epidemics in the country.
Coordinate and participate in handling major public health outbreaks in the world organized by international organizations. Focal point for collecting information, data, reports, providing documents and data on preventive medicine and public health nationwide.
Providing scientific evidence for forecasting, planning, law making, policies, standards, norms and other regulations in the fields of preventive medicine, public health, etc.
Transfer 4 central hospitals to local management
In the report summarizing the health work in 2024 and tasks and solutions for 2025, the Ministry of Health also plans to reduce 4 hospitals under the ministry and transfer them to local ministries and branches for management.
Specifically, Central Hospital 74 was transferred to the People's Committee of Vinh Phuc province, Central Hospital 71 and Central Nursing - Rehabilitation Hospital were reorganized into two practice hospitals of Hanoi Medical University, Quang Nam Central General Hospital was reorganized into the 3rd facility of Hue Central General Hospital.
The Ministry of Health also continues to streamline the political system's organizational structure to make it more streamlined and effective; develop and submit to the Government Steering Committee a project to streamline the Ministry of Health's organizational structure based on taking over some tasks from the Central Health Care Protection Board.
At the same time, take over state management of social protection; children; prevention and control of social evils from the Ministry of Labor, War Invalids and Social Affairs. At the same time, submit a draft decree stipulating the functions, tasks, powers and structure of the Ministry of Health according to the arrangement plan.
