Working with the delegation were Mr. Dang Ngoc Hau, Vice Chairman of Son La Provincial People's Committee; leaders of a number of provincial departments and branches and Moc Chau district (Son La).
Minister Dang Quoc Khanh visited and inspected the land area of agricultural and forestry origin belonging to the Co Do Moc Chau Tea Joint Stock Company. The Company was leased land by the State but has not yet effectively managed the leased land area of nearly 400 hectares. Currently, households and individuals are directly managing and using it to grow fruit trees such as plums, apricots, oranges, etc., growing annual crops and have not yet signed a contract with the Company. Meanwhile, the Company is leasing the entire land area and paying the annual rent. Many households and individuals have renovated and used it before the Company was leased the land by the State. The Company did not manage this land area when the State allocated or leased the land, leading to the fact that the people using the land are not the people to whom the State allocated or leased the land.
Son La province proposed that the Minister consider and provide guidance on the settlement of nearly 400 hectares of agricultural land of Moc Chau Co Do Tea Joint Stock Company, which is being leased by the Provincial People's Committee; and have a policy of allocating residential land to households and individuals who are living and raising dairy cows on the land of Moc Chau Dairy Cow Breeding Joint Stock Company, which is being leased by the Provincial People's Committee, when the land is reclaimed and there is no other place to live in the area.
Minister Dang Quoc Khanh said that currently, Article 181 of the 2024 Land Law clearly states the land managed and used by agricultural and forestry companies. This includes regulations on the responsibility of the People's Committees at the provincial and district levels to review the current land use status of agricultural and forestry companies that are managing and using land that is of agricultural and forestry farm origin in the area regarding the location, boundaries of management and land use; land area being used for the right purpose; land area being used for the wrong purpose; unused land area; land area being allocated, contracted, contracted outright, leased, lent, joint ventured, associated, invested in cooperation, encroached, occupied, disputed, etc.
Minister Dang Quoc Khanh assigned specialized agencies of the Ministry of Natural Resources and Environment to review and synthesize local opinions and recommendations for implementation guidance in accordance with current legal regulations.
*** Also during the working trip to Son La province, the delegation of the Ministry of Natural Resources and Environment offered incense and flowers at the Uncle Ho Temple at Tay Bac Square; and offered incense to commemorate heroic martyrs at the Son La Prison Historical Relic.
At the Uncle Ho Temple, Northwest Square, delegates offered incense to express their respect and infinite gratitude for his contributions to the cause of national liberation. Under the leadership of the Communist Party of Vietnam, generations of people vow to maintain faith in the Party, follow the revolutionary path chosen by the Party and Uncle Ho. Continue to promote the study and follow of Ho Chi Minh's ideology, morality and style; uphold political determination, overcome difficulties and challenges, and excellently complete the tasks assigned by the Party and the people.
Visiting the special national relic of Son La Prison, the delegates expressed their gratitude and deep remembrance of the great contributions of the heroic martyrs, who did not spare their blood and bones, dedicating their youth and happiness to the independence and freedom of the nation.
According to the working schedule, on March 5, the working delegation of the Ministry of Natural Resources and Environment will work with the Standing Committee of Son La Provincial Party Committee on State management of natural resources and environment in the area.
