The Ministry of Health also lacks inspection and supervision of the State management of medical biological products, price negotiation, and price negotiation inspection; does not clearly define the tasks and responsibilities of individuals in price negotiation, and the time limit for issuing price inspection conclusions.

At the investigation agency, Mr. Huynh Thanh Dat, Minister of Science and Technology, stated that he has held the position of Minister of Science and Technology since November 12, 2020, with the function and task of managing and operating all activities of the Ministry of Science and Technology.
When Mr. Huynh Thanh Dat took over the position of Minister of Science and Technology, the Ministry of Health granted a temporary registration number for the test to Viet A Company. The Minister himself was not reported by any unit or individual about the management and processing of the results of the research project and the manufacturing of the test.
"Therefore, Mr. Dat was not aware of the responsibility of the Ministry of Science and Technology in managing and handling the research results of the topic, so he did not recommend revoking the registration number for the circulation of the test of Viet A Company," the investigation conclusion stated.
According to Mr. Huynh Thanh Dat's testimony, during the process of directing and operating the Ministry of Science and Technology, he was not interfered with or influenced by anyone; nor did he interfere, influence or collude or agree with any unit or individual; and did not benefit from any research or test manufacturing project.
For his part, Mr. Tran Van Tung, Deputy Minister of Science and Technology, stated that he was authorized to perform the duties of the Minister, to manage all activities of the Ministry of Science and Technology from September 25, 2020 to November 12, 2020. However, the management of the Project and processing of the research results of the Project from September 25, 2020 to November 12, 2020 were still the responsibility of Mr. Chu Ngoc Anh.
On September 25, 2020, Mr. Chu Ngoc Anh was elected to the position of Chairman of Hanoi People's Committee, but it was not until November 12, 2020 that the National Assembly dismissed Chu Ngoc Anh from the position of Minister of Science and Technology.

Recommendations to improve the ability to control the power of leaders
At the end of the investigation into the Viet A case, the Ministry of Public Security's Investigation Police Agency recommended the following contents:
The Ministry of Science and Technology and the Ministry of Health need to improve their capacity to control the power of leaders, control the activities of specialized agencies in managing scientific and technological tasks, managing medical biological products, ensuring objectivity, transparency and compliance with the law.
The Ministry of Science and Technology reviews the organizational structure and legal documents related to the field of science and technology to proactively or report to competent authorities to adjust and amend them to be consistent and in accordance with legal regulations in the direction of having a specialized agency to manage science and technology tasks; at the same time, strengthen inspection and supervision work, promptly detect and handle violations in the implementation of science and technology tasks.
On the side of the Ministry of Health, the Investigation Agency recommended that the Ministry strengthen inspection and supervision, promptly detect and handle violations in the issuance of registration numbers for circulation of medical biological products; coordinate with the Ministry of Finance and relevant agencies and units to take measures to manage prices of medical supplies and testing biological products.
