Reporting at the meeting, Mr. Vu Dinh Thuy - Deputy Director of the Department of Natural Resources and Environment of Lao Cai province said: In recent times, the state management of minerals in the province has been strengthened and achieved many positive results; localities have proactively taken measures to protect unexploited resources; effectively prevented the illegal exploitation, storage, transportation and consumption of minerals.

At the same time, mineral exploitation and processing activities in the province have basically met the demand for raw materials for industrial production in the province and domestically; created jobs for many workers; budget revenue from mineral exploitation and processing activities reached an average of 1,200 to 1,800 billion VND/year, accounting for about 15% of the province's total budget revenue. The mining industry in the province has been developed in the right direction of concentration and efficiency; deep exploitation and processing, improving socio-economic efficiency, associated with environmental protection.

In addition, the capacity, role and responsibility of Party committees, authorities and socio-political organizations at all levels in mineral management have been increasingly enhanced; funding for the protection of unexploited minerals has been ensured. Inspection, examination and handling of violations in mineral activities have been strengthened; economic and social efficiency in the exploitation and use of resources, associated with environmental protection, has been gradually improved; the province has effectively implemented the issuance of mining licenses through the form of auctioning mineral exploitation rights. The work of managing, preventing tax losses, increasing revenue for the state budget from mineral activities, calculating and collecting fees for granting mineral exploitation rights has been focused on.

The province's metallurgical, fertilizer and chemical industries have developed, thereby exploiting and effectively using the province's strengths in raw materials; creating many valuable products in the domestic and international markets such as: katot copper, steel billets, red phosphorus, high-quality fertilizer (DAP), single superphosphate, double superphosphate, fused phosphate, acid and phosphate salts...

However, according to Mr. Vu Dinh Thuy, the Provincial People's Committee encountered many difficulties and problems in adjusting the national mineral reserve area; exploiting and managing apatite ore; dredging combined with exploiting common construction materials in the lake bed; transporting and using type III apatite ore in storage warehouses; closing the Quy Xa iron mine after the exploitation period expired; contents on exploiting beyond annual capacity and considering and resolving the overlapping of investment projects with mineral mines. These are also the contents that the Provincial People's Committee proposed to the Ministry of Natural Resources and Environment for guidance on removing at the working session.

Speaking at the meeting, Deputy Minister of Natural Resources and Environment Tran Quy Kien highly appreciated the positive results in the state management of minerals in Lao Cai province. At the same time, the Deputy Minister requested the People's Committee of Lao Cai province to coordinate with relevant units to resolve difficulties and shortcomings, to both promote the potential advantages of natural resources, including mineral resources, and ensure compliance with regulations on environmental protection...

Through the report of the Department of Natural Resources and Environment of Lao Cai province, Deputy Minister Tran Quy Kien and representatives of the leaders of the agencies under the Ministry: Vietnam Minerals Department, Office of the National Mineral Reserves Assessment Council and Department of Water Resources Management discussed and answered the recommendations of the Provincial People's Committee according to the provisions of the Law on Minerals and related laws.

To resolve the above difficulties, Deputy Minister Tran Quy Kien requested the Vietnam Minerals Department to coordinate with the Ministry's Office and relevant units to issue a notice concluding the contents of today's meeting to submit to the Ministry for the Ministry to send to the Provincial People's Committee.

After listening to the comments, Mr. Hoang Quoc Khanh, Vice Chairman of Lao Cai Provincial People's Committee, expressed his thanks for the attention and acceptance of the opinions of Deputy Minister Tran Quy Kien as well as the leaders and representatives of the units under the Ministry of Natural Resources and Environment. He said that after receiving the notification of the conclusion of today's meeting of the Ministry, the Provincial People's Committee will promptly carry out the state management of minerals according to the Ministry's instructions.
