* MINISTRY OF HOME AFFAIRS:
- Recommendation:
The Ministry of Home Affairs is requested to consider and recommend the Government to amend Decree No. 34/2019/ND-CP dated April 24, 2019 on amending and supplementing a number of regulations on commune-level cadres, civil servants and non-professional workers at the commune, village and residential group levels to ensure the rights of a number of subjects, including the chairmen of the veterans' association and veterans at the commune level. Because, according to current regulations, the same working position but the allowance level of the chairmen of the veterans' association at the commune level is different in cases where retired people and non-retired people hold the position.
- Reply:
The Ministry of Home Affairs is synthesizing and studying the opinions of ministries, branches, localities and voters (including voters of Gia Lai province) to submit to competent authorities for consideration and completion of institutions on the number and regimes and policies for commune-level cadres, civil servants, and part-time workers at the commune level, in villages and residential groups as appropriate. During the time when the current provisions of the law have not been amended or supplemented, Gia Lai province is requested to implement the regime and policies for commune-level cadres and civil servants under its management (including the position of chairman of the commune-level veterans association) according to the provisions of Decree No. 34/2019/ND-CP dated April 24, 2019 of the Government amending and supplementing a number of regulations on commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups and Circular No. 13/2019/TT-BNV dated November 6, 2019 of the Minister of Home Affairs guiding a number of regulations on commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups.
* MINISTRY OF EDUCATION AND TRAINING
- Recommendation:
Propose that the Ministry of Education and Training (MOET) soon issue a document guiding the implementation of the National Criteria for New Rural Areas in the 2021-2025 period.
- Reply:
Implementing Decision No. 263/QD-TTg dated February 22, 2022 of the Prime Minister approving the National Target Program on New Rural Development for the 2021-2025 period, the Ministry of Education and Training issued Official Dispatch No. 5115/BGDĐT-CSVC dated October 7, 2022 to the People's Committees of provinces and centrally run cities guiding the implementation of the content of the education and training component of the National Target Program on New Rural Development for the 2021-2025 period.
In addition, on November 21, 2022, the Ministry of Education and Training organized a training conference on the National Criteria for New Rural Areas at all levels in the education sector in Da Nang for the Departments of Education and Training of the South Central and Central Highlands provinces.
