Ministry of Education clarifies employment information for students after graduation

The Ministry of Education and Training connects student records with social insurance, thereby determining their specific jobs after graduation.

The Higher Education Information System (HEMIS) was built by the Ministry of Education and Training in 2023 to collect and synthesize data to serve the management of higher education. Since June, the Ministry has collected and digitized data from 442 higher education and postgraduate training institutions, more than 152,000 lecturers and more than 2.1 million learners.

HEMIS gathers many contents such as information about the school, list of majors, training programs, staff, lecturers, learners, facilities, finance... Regarding learner data, the system includes personal records, learning process, learning and training results, diplomas, and jobs after graduation.

Dr. Nguyen Son Hai, Director of the Department of Information Technology, Ministry of Education and Training, said that since June 23, the system has been connected to the national database on insurance and has had initial tests in determining students' jobs after graduation.

As of July 30, schools had entered data on more than 237,000 of the approximately 500,000 students graduating in 2022 into the system. Of these, the system synchronized data on 146,000 people.

The results showed that there were more than 97,000 records that matched identification information and had social security numbers. This number was considered to have stable employment. Of these, more than 29,300 records had information on type, field of occupation; 95,300 records had information related to job title and position.

According to Mr. Hai, universities have not yet filled in all the data. When schools complete this, the statistics will be more accurate, helping schools grasp information about whether the employment of students after graduation is equivalent to the survey or suitable for the trained degree or not.

Mr. Hai said that this is an important tool for schools to analyze and evaluate training effectiveness, from which they can adjust the scale, majors, training programs...

"This is just initial testing information, the data does not completely cover all graduates, but the employment picture will gradually become clearer," said Mr. Hai.

Since 2009, the Ministry of Education and Training has required universities to publish the employment rate of students after graduation on their websites and include it in their annual enrollment plans.

According to the report on student employment in the period of 2018-2021 by the Ministry of Education and Training, the rate of students having jobs after 12 months of graduation is always over 90%. In many majors, this rate is up to 100% such as Accounting, Management Information Systems, E-commerce of the University of Commerce; Interior Design, Landscape Architecture, Water Supply and Drainage Engineering, Information Technology of the University of Architecture, Ho Chi Minh City.

The rate announced by the schools is so high that many people doubt it, thinking it is not accurate. Candidates and parents also have difficulty in career orientation.

According to schools, the collection of employment data is currently mainly based on information provided by students, without any verification tools.
