The Ministry of Education and Training proposed four options for inspecting and examining the 2025 High School Graduation Exam to ensure that the exam is held safely, seriously, and in accordance with regulations, and is recognized by society.
At the "Conference to review the organization of the High School Graduation Exam for the period 2020 - 2024 and prepare for the High School Graduation Exam in 2025" held recently in Ho Chi Minh City, the Ministry of Education and Training proposed a plan to inspect and examine the 2025 High School Graduation Exam.
The principle of "4 yes 3 no"
Mr. Pham Ngoc Thuong - Deputy Minister of Education and Training emphasized the role of applying the principle of "4 correct and 3 no" in the High School Graduation Exam from 2025.
Specifically, the "4 rights" include: following the regulations and exam instructions; following the process; following the assigned position, responsibilities, and tasks; and handling unexpected situations at the right time. The "3 no's" include: not being subjective; not handling unexpected situations on your own; not being overly stressed and pressured.
According to the Prime Minister, the Ministry of Education and Training and the whole industry, the high school graduation exam must be organized in a way that reduces pressure, reduces costs, and is less costly for candidates, their families and society. It must ensure reliability, honesty and substance to properly assess the candidates' abilities.
Using exam results to consider high school graduation, as a basis for evaluating the teaching and learning process of schools and localities, and providing important data for universities and vocational training institutions to carry out enrollment work.

High School Graduation Exam 2025: Reduce pressure, reduce costs
Deputy Minister of Education and Training Pham Ngoc Thuong emphasized that there are still cases in some places where inspections overlap and have multiple levels of inspection. Therefore, inspection and examination work from 2025 must have a plan to resolve the backlog, ensuring that the exam is conducted smoothly, reducing pressure and costs. Reducing the number of inspectors but ensuring effectiveness.
Specifically, the Ministry of Education and Training has proposed four inspection and examination options.
The first option will maintain the model and organize the inspection and examination activities for the 2024 high school graduation exam. The inspection and examination stages include: exam preparation; exam supervision; exam grading; review; graduation recognition. In which, the National Steering Committee will randomly inspect some stages, working with some localities selected by the Steering Committee in accordance with the actual conditions of the exam.
The Ministry of Education and Training will check the probability of the exam preparation and review stages, and check all the examination councils, exam sites, and marking boards in the exam invigilation and marking stages.
The Departments of Education and Training are responsible for inspecting/checking the exam preparation and graduation recognition stages. Inspecting all exam sites at the exam invigilation stage; inspecting all marking and grading boards at the exam marking stage and inspecting the review stage.
The force participating in the inspection and examination delegation at the Ministry of Education and Training level includes civil servants of units of the Ministry of Education and Training, the Inspectorate of the Ministry of Education and Training, and mobilized staff and lecturers of universities and colleges. The Department of Education and Training level will include civil servants of units of the Department of Education and Training, the Inspectorate of the Department of Education and Training, and mobilized staff and lecturers of educational institutions in the area, under the management of the Department of Education and Training.
With the second option, the model and organization of inspection and examination activities for the 2024 high school graduation exam of the Ministry will remain the same, but the form of inspection and examination of localities will be adjusted.
Specifically, the Department of Education and Training will check all three stages: exam preparation; review; graduation recognition. Instead of inspection, all exam sites will be checked during the exam supervision stage. The exam marking stage will remain the same as in 2024.
For this option, the Ministry will be able to utilize the staff and civil servants of the Department and the leaders of educational institutions under the management of the Department in the area to lead the inspection team. At the same time, it will reduce the pressure in complying with the inspection and supervision process.

The third option is proposed with many changes such as adjusting the model and organization of inspection and examination activities for the 2024 high school graduation exam of the Ministry in the direction of the Ministry establishing an inspection team for exam supervision in 1 locality with a number of 10 to 20 people to perform the task of checking probability at the exam sites, adjusting the form of inspection and examination of the locality.
According to the Ministry of Education and Training, this plan will reduce pressure and the number of staff in charge of checking the exam invigilation at an exam site, while still ensuring seriousness because there is a random inspection team from the Ministry, which can go to any exam site without prior notice and is ready to move immediately upon direction from the Steering Committee or the Ministry's leadership.
At the same time, the number of officials and employees of higher education institutions performing inspection duties at examination sites has been reduced. This has been implemented and adjusted over many years, in accordance with the scale and nature of the examination and the decentralized responsibility in state management of education.
Take advantage of the staff, civil servants of the Department and leaders of educational institutions under the management of the Department in the area to be the heads of inspection teams. Reduce pressure in complying with inspection and supervision procedures.
The final proposed solution is to adjust the model and organize the inspection and examination activities of the high school graduation exam in the direction of strong decentralization to localities. Specifically, the National Steering Committee will check the probability of some stages, working with some localities selected by the Steering Committee in accordance with the actual conditions of the exam. The Ministry of Education and Training will only check the probability of some localities for each stage of the exam. The Department has the role of checking all the remaining stages.
In addition to the advantages of the above options, with option 4, there is smooth coordination in performing tasks between the Ministry's probability inspection teams and local inspection teams. The overall responsibility in the area belongs to the locality. Local inspection teams ensure that they cover all the contents and subjects performing the exam tasks and the stages of the exam.
