The working delegation was led by Mr. Nguyen The Huu - Deputy Director of the Electricity Regulatory Authority, Ministry of Industry and Trade, with the participation of representatives of Departments, Divisions and units of the Ministry of Industry and Trade and Vietnam Electricity Group (EVN), including: Electricity and Renewable Energy; Safety Engineering and Industrial Environment; National Power System Dispatch Center; Northern Power System Dispatch Center; Production Engineering Department of Vietnam Electricity Group; National Power Transmission Corporation (EVNNPT); Power Transmission Company 1 (PTC1).
According to the plan, the working delegation will inspect and work at the 500kV Hoa Binh Transformer Station (TSS) under PTC1/EVNNPT; inspect the two hydropower plants Hoa Binh and Son La and work with the leaders of the two management companies. The inspection focuses on compliance with regulations and instructions of the management agency as well as the implementation of the plan for operation, production, and electricity supply in the dry season and the whole year of 2024.

Speaking at the working session in Hoa Binh, Mr. Nguyen The Huu said that the purpose of the working trip is to implement the direction of the leaders of the Ministry of Industry and Trade and deploy Decision No. 3110/QD-BCT dated November 30, 2023 approving the Plan for electricity supply and operation of the national power system in 2024; Decision No. 3376/QD-BCT dated December 29, 2023 approving the Plan for electricity supply during the peak months of the dry season (May, June, July) in 2024.
At the 500kV Hoa Binh Transformer Station and Hoa Binh Hydropower Company, the working delegation heard reports on the implementation of the general production and business plan and the implementation of the plan to ensure operation and supply of electricity in the dry season of 2024. At the same time, a number of recommendations and proposals were made to the working delegation.
For the transmission block, including the 500kV Hoa Binh substation, the units have seriously implemented the instructions of the Ministry of Industry and Trade, EVN/EVNNPT, including developing an operation plan; performing repairs, maintenance, and replacement of equipment; strengthening inspection of lines and corridors, detecting and handling defects on the grid; preparing human resources, materials, and equipment to handle incidents as quickly as possible (if any).
For Hoa Binh Hydropower Plant, the company has developed a yearly production plan as well as a dry season power generation plan. It has implemented the correct working method of the generators, ensuring the capacity and output mobilized according to the system's requirements. At the same time, it has been and is doing a good job of repairing and maintaining in 2024.
At the meeting, representatives of the working delegation also gave some specific suggestions to the units to best prepare for the production and operation of the power system in 2024, especially during the peak hot months in the North.

Concluding the meeting, the leaders of the Electricity Regulatory Authority acknowledged that the units had strictly complied with the instructions of their superiors. However, to best ensure the requirements for power supply in the dry season and throughout the year, they requested EVN/EVNNPT and PTC1 to continue implementing solutions to manage and operate the power grid safely and continuously during the hot season according to the instructions of the Prime Minister and the Ministry of Industry and Trade, especially in the context of possible high demand for electricity.
In particular, strengthen operation management; check and handle defects on the power grid; complete maintenance and repair plans early; Strengthen forecasting and drills to avoid subjective incidents; Fully prepare plans, human resources, materials and equipment to handle incidents (if any).
Along with that, it is necessary to closely coordinate with local authorities in propagating the protection of the safety corridor of the high-voltage power grid, meeting the goal of safe, continuous and stable power transmission in the hot season in particular and the dry season of 2024 in general; not to let the situation of power cuts happen like in June 2023.
For Hoa Binh Hydropower Plant, it is necessary to comply with the instructions of the Ministry of Industry and Trade, EVN in the economical and efficient use of water resources and regulations and procedures on reservoir operation...; Closely monitor and supervise the operation of the power plant's equipment, not allowing subjective incidents to occur; strengthen inspection, strengthen equipment, overcome defects to ensure improved operational reliability, improve the power generation capacity of generators, minimize generator failures; complete plans for repair and maintenance of generators; properly implement A0's dispatch orders; strengthen coordination with localities and related units to effectively manage and operate the plant.
According to the approved plan, it is expected that in 2024, the total electricity produced by power plants (at the generator terminal) and imported nationwide in 2024 will be 306.259 billion kWh, closely following the socio-economic growth target in 2024 in Resolution No. 103/2023/QH15 dated November 9, 2023 of the National Assembly. |
