Ministry of Industry and Trade issues a set of indexes to assess digital transformation

The Ministry of Industry and Trade has just issued Decision No. 3283/QD-BCT promulgating the Ministry's Digital Transformation Assessment Index (MOIT DTI).

This set of indicators is built to monitor, evaluate in a substantial, objective and fair manner the annual digital transformation results of the units under the Ministry in the process of implementing the Ministry's digital transformation program to 2025, with a vision to 2030, and the e-Government Development Strategy towards Digital Government for the 2021-2025 period, with a vision to 2030.

The Ministry of Industry and Trade's digital transformation assessment index set includes two sets of indexes built to ensure that the assessment criteria are similar and suitable to the characteristics of each agency and unit.

Specifically, the content of the general digital transformation assessment in the units includes 6 main indicators on digital awareness; digital institutions; digital infrastructure; digital human resources; network information security; digital transformation activities. In particular, for the unit block that does not provide public services, there are a total of 34 criteria (component indicators) with a maximum total score of 500 points. For the unit block that provides public services, there are a total of 47 criteria (component indicators) with a maximum total score of 650 points.

The goal is to build a set of indexes including main indexes and component indexes according to the characteristics and management nature of the units under and affiliated to the Ministry; in which the set of indexes is used to monitor, evaluate, compare and rank the level of digital transformation between units under and affiliated to the Ministry annually.

The index also assesses the annual status of digital transformation implementation of units under the Ministry, helping units see the strengths that need to be promoted, the weaknesses that need to be overcome, and providing information to support units and the Ministry in implementing appropriate solutions. This contributes to the completion of the goals set out in the Ministry's Digital Transformation Program to 2025, with a vision to 2030; the Strategy for developing e-Government towards digital Government in the period 2021-2025, with a vision to 2030.

Every year, the Ministry of Industry and Trade will announce the results of the assessment and ranking of digital transformation among units within the Ministry; Identify typical good units in the Ministry's digital transformation process to replicate and also remind units that have not performed well. The results of the annual assessment and ranking of digital transformation among units within the Ministry will be considered for inclusion in the overall emulation and reward assessment of the unit in the same year.

On the other hand, building and operating a software system and database allows units under and directly under the Ministry to automatically update and supplement data; enter online reporting data of the unit to serve the assessment, automatic assessment and ranking according to the corresponding formula; allow online lookup of the unit's digital transformation assessment results./.
