On June 17 and 18, 2024, the Department of Health received information about two serious medical incidents after cosmetic surgery at Korea Star Hospital - Sao Han (at 781/C9 Le Hong Phong, Ward 12, District 10).
Case 1: On June 15, 2024, female patient NTHY born in 1994 underwent breast implant surgery with endotracheal anesthesia at Korea Star Hospital.
After surgery, after removing the endotracheal tube, the patient's condition worsened and was treated with emergency resuscitation. After more than 8 hours of treatment, the patient's condition continued to worsen (arrhythmia, cardiac arrest). The hospital consulted with Military Hospital 175.
Doctors at Military Hospital 175 deployed the VV ECMO intensive resuscitation technique and safely transported the patient to Military Hospital 175 at 11:10 p.m. the same day. Currently, the patient's condition is still very serious.
Case 2: On June 14, 2024, a female patient born in 1993 underwent breast augmentation and arm liposuction surgery under endotracheal anesthesia at Korea Star Hospital.
One day after surgery, the patient developed respiratory failure, mild respiratory distress, and fever. The patient was transferred to Cho Ray Hospital for further resuscitation with the diagnosis: Respiratory failure, pneumonia, post-operative liposuction of both arms, and bilateral breast augmentation.
As soon as the information was received, the Department of Health worked with the Board of Directors of Military Hospital 175 to obtain more specific information about the condition of patient NTHY. Also attending were leaders of the end-line general hospitals under the Ho Chi Minh City Health Sector and professional departments of the Department of Health.
In the immediate future, the Department of Health requested Military Hospital 175 to organize a consultation with leading experts in the City, focusing the best resources to treat patients.
On June 19, 2024, the Department of Health sent a working group including surgical safety experts from the City Health Department to this hospital to inspect and assess risks affecting patient safety and report to the Ministry of Health.
The working group has drawn up an inspection report requesting Korea Star Hospital to completely suspend all surgical and procedural activities at the hospital from 1:30 p.m. on June 19, 2024.
Previously, on June 13, 2024, the Department of Health established a surprise inspection team to inspect compliance with legal regulations in medical examination and treatment activities at Korea Star - Sao Han Cosmetic Surgery Hospital. The team is currently continuing to inspect this hospital.
The Department of Health will urgently report to the Ministry of Health about serious medical incidents related to cosmetic surgery at Korea Star Cosmetic Surgery Hospital.
After receiving the initial assessment of the Working Group on the risks of patient safety and the conclusion of the Inspection Team on compliance with legal regulations in medical examination and treatment activities at this hospital, the Department of Health continued to report to the Ministry of Health to ask for guidance on assessing the conditions before considering allowing this hospital to resume operations.
The Department of Health requires cosmetic hospitals to ensure emergency conditions for patients, review professional procedures, and apply the highest criteria to ensure patient safety such as procedures for preventing and combating anaphylactic shock, procedures for preventing embolism, anesthesia and resuscitation procedures, etc.
At the same time, strictly implement the consultation regulations and timely transfer to other hospitals when treatment capacity is exceeded, especially the development of internal and inter-hospital red alert procedure drills to increase the ability to save patients in critical condition.
When medical incidents occur, medical facilities must immediately report to the Department of Health (by phone) within 60 minutes of detecting the incident and send a written report afterward.
It is known that Sao Han Cosmetic Hospital was licensed to operate by the Ministry of Health from April 15, 2020. The quality assessment score of this hospital in 2022 and 2023 is 2.67 and 2.89 points respectively (maximum average score is 5 points).
Since its operation, Korea Star Cosmetic Surgery Hospital Company Limited has been fined twice by the Department of Health Inspectorate for providing medical examination and treatment services without a license to operate medical examination and treatment (for the cosmetic clinic belonging to the Company's branch), and practitioners have not registered to practice medical examination and treatment according to regulations.
