Quang Ninh is currently one of the few localities that the business community, investors, and experts have assessed as a locality that has been gradually harmonizing and minimizing conflicts between socio-economic development and environmental protection. To achieve that result, in addition to focusing resources on developing key sectors and fields, the province always pays special attention and adequate resources to environmental protection with the viewpoint of "not trading the environment for hot growth"...

In 2023, Quang Ninh has the highest Provincial Green Index (PGI) in the country with a total score of 26 points for all 4 component indexes, with the following component scores: Minimizing environmental pollution and negative impacts of climate change (7.41 points); Ensuring compliance with minimum environmental standards (6.18 points); Leadership role of the provincial government in promoting Green practices (6.68 points); Policies and services to support businesses in environmental protection (5.73 points). PGI is a set of indexes initiated in 2022 with the meaning of contributing to the joint efforts of the business community and local authorities in implementing important policies of the Party and Government on solving major global challenges, including issues of climate change and environmental protection. Being at the top of the country in the Green Index is a worthy recognition of Quang Ninh in environmental protection work.
To achieve this result, it is not a matter of a day or two but the province's long-term implementation process. Quang Ninh has consistently proposed solutions and a methodical implementation roadmap to transform the growth model from "brown" to "green", determined to implement solutions to protect the natural environment. This is clearly shown in the province's important plans, typically the Socio-Economic Development Master Plan, the Provincial Tourism Development Master Plan prepared by US consultants; the Provincial Environmental Plan to 2020, with a vision to 2030 prepared by Japanese consultants. Along with that are separate Resolutions and programs on environmental protection, such as Resolution 236/NQ-HDND (dated December 12, 2015) of the 12th Provincial People's Council on policies and solutions to strengthen environmental protection in the province in the period 2016-2020; Resolution No. 10-NQ/TU on strengthening the Party's leadership in resource management, environmental protection, natural disaster prevention and mitigation, climate change response, and ensuring water security for the 2022-2030 period...

At the same time, the province also organized many workshops and working programs to expand cooperation in various fields to mobilize domestic and international resources, experiences and practices for environmental protection. These include: International workshop "Appropriate and environmentally friendly technology in waste utilization and environmental restoration in remote areas" within the framework of the ASEAN - Russia interactive communication network development design project, to exchange technology for sustainable agricultural development; working with JICA Vietnam, Saitama University and University of Construction on proposed contents to promote recycling of construction solid waste; launching a waste-to-energy treatment project...
Every year, the province spends no less than 3% of the total budget on environmental work, higher than the level prescribed by the Central Government. This has been highly appreciated by the Government and the Ministry of Natural Resources and Environment when currently other localities in the country only spend 1% or less than 1% of the total budget on this field. In addition to spending from the budget, the province also allocates the provincial Science and Technology Development Fund, averaging 1.2-3.6 billion VND per year for tasks and projects on environmental protection in the province. The Provincial People's Council annually issues regulations on decentralization of revenue sources, spending tasks and percentages of revenue sharing between budgets at all levels to spend on environmental protection tasks.
Enterprises, organizations and individuals operating in the area have also focused on investing resources, building regulations and business development strategies associated with environmental protection; proactively and strictly controlling waste sources, treating wastewater and emissions to ensure compliance with standards... For example, in 2021, the Coal industry approved 5 overall environmental protection plans in production areas that are likely to cause environmental impacts: Ha Tu coal mine; Bang Nau waste dump; Cua Ong coal preparation plant and port; Lang Khanh port and Km6 port. In addition to these 5 locations, in 2022, TKV continued to approve 2 more overall environmental protection plans at Khe Cham cluster and site 56, site +17 Mao Khe. These are the 7 areas identified by TKV as part of the overall environmental plan for the Quang Ninh coal region for the period up to 2025 and orientation to 2030. Up to now, key environmental works in the 7 areas put into operation are proving effective in minimizing and preventing negative impacts from coal processing, transportation, and consumption on the surrounding environment. In 2024 alone, TKV continues to pay attention to environmental protection, through a series of action plans, with resources costing over VND 1,100 billion. Currently, the Group is accelerating the implementation of the Environmental Protection Project of the Vietnam National Coal - Mineral Industries Group for the period 2022-2025, with orientation to 2030. Accordingly, focusing on planting trees to restore the environment, reusing mines as land funds and natural water reservoirs for production and daily life. Along with that, Vietnam National Coal - Mineral Industries Group continues to implement comprehensive environmental protection plans at 7 approved key locations.
Cement and thermal power production units have also deployed the installation of electronic meters to measure the independent power consumption of electrostatic dust collection systems in convenient locations for management agencies and people to easily monitor. Some units have also invested in the installation and completion of automatic environmental monitoring systems; invested in and upgraded dust and gas treatment systems; utilized ash and slag from thermal power plants as raw materials for the production of unburnt bricks... Thereby, contributing to reducing environmental pollution emissions and saving resources.
For production facilities in residential areas, the province has completed support policies to ensure the relocation of small-scale industrial facilities that pollute the environment or are not in accordance with urban planning and must be relocated in the area. According to the results of the review and reports of localities, there are 2,361 facilities that must be relocated in the province. Up to now, the relocation work has been implemented in Ha Long City, Cam Pha City, Dong Trieu Town and Ba Che District...
Thanks to adequate investment of financial resources, the province's environment has been increasingly improved, the level of environmental pollution in many areas has been controlled, the collection and treatment of waste and wastewater concentrated in urban centers has had many positive changes. Air pollution has been more strictly controlled through the automatic environmental monitoring system. In the province, there are no more facilities causing serious environmental pollution, no more pollution points with residual pesticides. Quang Ninh province has solved a number of environmental problems, meeting the needs of sustainable socio-economic development of the province.
