Deputy Chief of Office of the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Hanoi City, Dao Quang Khai, said that in reality, the effects of flooding causing damage to crops in general, including rice, have not stopped at the warning level.
Remember, during the prolonged heavy rains in late July and early August 2024, thousands of hectares of rice fields of farmers in districts along the Bui and Tich rivers, in the districts of Chuong My, Quoc Oai, Thach That, My Duc, Thanh Oai, etc. were deeply flooded.
Although the agricultural sector has urgently supported and guided people to overcome the consequences of flooding, hundreds of hectares of 2024 Summer-Autumn rice crop have been "completely lost". People have had to restore or convert production to new crops.
Proactive response
According to Chairman of the Day River Irrigation Development Investment Company Limited, Tran Dinh Cuong, to proactively respond to the risk of crop flooding, the unit continuously issues warnings and requests that its affiliated irrigation enterprises organize 24/7 on-call duty to promptly respond to heavy rains.
“The company has mobilized forces to clear the flow of drainage canals, check and raise the banks of the areas, plots, and drainage canals to ensure quick drainage for areas at risk of flooding…” - Mr. Tran Dinh Cuong added.
Currently, the irrigation sector has also developed plans to operate drainage pumping stations corresponding to different rainfall intensity scenarios. In particular, if the highest rainfall is from 200 - 300m, 324 pumping stations will operate with a total capacity of more than 4 million m3/hour...
Deputy Director of Hanoi Department of Agriculture and Rural Development Nguyen Manh Phuong said that currently, for the rice area that has reached the harvest period, the Department is directing and recommending that local people focus on machinery, equipment and human resources to quickly harvest with the motto "green house is better than old field" to minimize damage caused by storm No. 3.
Directing units under the Department to closely coordinate with localities to strengthen field inspections, closely monitor the developments of storm No. 3 to have proactive response measures. In particular, prepare sufficient quantity and types of vegetable seeds to be ready to replant as soon as the weather is favorable.
The Hanoi Department of Agriculture and Rural Development also requested localities to continue reviewing and developing plans to prevent and combat flooding; identify areas at high risk of flooding to closely monitor and promptly delineate areas for rapid drainage when heavy rain occurs.
