Vietnam Agriculture Newspaper organizes forum on effectiveness of warning information and safe operation of dams

(CLO) On November 19, Vietnam Agriculture Newspaper coordinated with the Department of Irrigation, the Institute of Irrigation Planning, and the Vietnam Association of Large Dams and Water Resources Development to organize a forum to improve the effectiveness of information, warning, and ensuring safe operation of dams and reservoirs in the new situation.

Along with water security, dam and reservoir safety is identified as an important national issue. Therefore, on June 23, 2022, the Politburo issued Conclusion No. 36-KL/TW on ensuring water security and dam and reservoir safety until 2030, with a vision to 2045.

One of the goals of dam and reservoir safety is to proactively store and regulate water resources, exploit and use them effectively while ensuring the safety of dams and reservoirs; effectively respond to disasters and natural disasters related to water, adapt to climate change; protect the environment, and overcome the degradation, depletion and pollution of water resources.

According to journalist Nguyen Ngoc Thach, Editor-in-Chief of Vietnam Agriculture Newspaper, among the 10 key tasks set forth by the Government, "Strengthening propaganda and raising awareness among cadres, party members and people about ensuring water security, safety of dams and reservoirs in the new situation" is identified as the first task.

However, the work of ensuring the safety of dams and reservoirs still shows many limitations. This was clearly shown after the recent storm No. 3. Therefore, ensuring the safe operation of dams and reservoirs in the new situation is an important and urgent task.

At the forum, delegates said that in the coming time, it is necessary to review and complete the system of technical standards, regulations, and technical and economic norms for surveying, designing, constructing, and managing the operation of dams and reservoirs in accordance with the new situation. Promote the application of new technologies such as automatic monitoring systems and tools to support operational decision making.

In particular, one of the key tasks that needs to be prioritized is to improve information, warning, and forecasting capacity, and build monitoring systems in upstream areas and reservoirs to support hydrological analysis. In addition, it is necessary to apply support tools and technical advances in making decisions on safe operation of dams and reservoirs to proactively forecast and warn of water resources and propose appropriate flood cutting and discharge scenarios, ensuring safety for downstream areas...
