Reporting to the working delegation, Director of the Departmentof Education and Training of Vinh Phuc Nguyen Van Huyen said: This year, Vinh Phuc province has 15,563 candidates registered for the exam. Of which, general education has 11,545 candidates, continuing education has 3,557 candidates and 461 independent candidates (there are 50 candidates who applied for university admission based on the results of their high school transcripts and graduation exam scores last year so they did not take the exam), an increase of 1,470 candidates compared to the graduation exam in 2023.
The Vinh Phuc Department of Education and Training has arranged 30 examination sites with 706 examination rooms and more than 2,500 officials from inside and outside the sector and teachers participating in all stages of the examination. Up to this point, all 30 examination sites have been reviewed and inspected, meeting all the conditions to organize the Graduation Exam safely and in accordance with regulations; The plan for delivering and preserving examination papers and test papers at the examination sites is guaranteed to be safe, secure, and in accordance with regulations. All examination sites are guaranteed to be isolated areas, ensuring security, safety, and convenient traffic. The plan for transporting examination papers and test papers, preventing fires and explosions, equipping backup generators, and preparing for unusual situations and storms are also carefully prepared.

Regarding cheating in the exam, Head of the Cyber Security Department, Department of Cyber Security and Prevention of High-Tech Crime ( Ministry of Public Security ), Colonel Phan Thi Kim Dung said: Along with the development of information technology, the appearance of high-tech devices that help candidates cheat in exams is becoming more and more common. Basically, the devices have the same shape as common objects, sophisticated design, compact, and cannot be detected by the naked eye.
In particular, in recent times, many groups have been discovered selling cheating devices during exams and have been purchased by many people. Therefore, the education sector needs to raise awareness among test site managers, test supervisors, and candidates about the seriousness of cheating and intentionally revealing state secrets. Test organizers must not be negligent or subjective in the process of performing their duties in order to promptly detect signs of violations (if any).
Proactively plan and prepare backup scenarios
Through inspecting the preparation work and visiting some examination sites in the area, Deputy Minister of Education and Training Pham Ngoc Thuong acknowledged and highly appreciated the Vinh Phuc education sector for its careful and serious preparation for the 2024 High School Graduation Exam. Vinh Phuc is one of the localities that established a provincial Steering Committee and issued a Directive on the local exam early. The locality also paid attention to the direction, supervision and inspection work with a thoughtful spirit towards the sector, students, parents and officials participating in the exam.
The Deputy Minister said that 2024 is the last year of the exam according to the 2006 general education program. This is a nationwide exam, the results of which serve the purpose of high school graduation, as a basis for university and college admissions and assessment of education quality, so the exam always receives great attention from society.
In the preparation process for the Exam, the National Steering Committee hopes that localities will fully grasp the basic content of the Prime Minister's Directive on strengthening direction and coordination in organizing the High School Graduation Exam and University and Vocational Education Admissions in 2024. In particular, Deputy Minister Pham Ngoc Thuong emphasized five groups of issues in organizing this year's exam. Specifically, close and comprehensive direction; smooth, smooth and effective coordination; thoughtful and thorough preparation; organization in accordance with procedures and regulations; proactive and timely communication, providing full information, and transparency.
Noting some of the next things to do, Deputy Minister Pham Ngoc Thuong suggested that the Vinh Phuc Provincial Examination Steering Committee continue to inspect and supervise examination sites, proactively prepare contingency plans, focus on coordination and pay attention to personnel selection. No matter how advanced the supporting equipment is, if people deliberately violate it, it is still unavoidable. Therefore, the Deputy Minister noted and suggested that localities pay attention to training to raise awareness and fully inform about the consequences when errors and violations occur.
The Deputy Minister also reminded localities of the requirements of "four rights" and "three no's" in organizing the exam. Specifically, the "four rights" are following the exam regulations and instructions; following the correct and complete procedures; following the assigned positions and responsibilities; and handling unusual situations at the right time. The "three no's" are not being negligent or subjective; not handling unusual situations on your own; and not being overly stressed or pressured.
