Regulations on professional title standards for pre-university teachers; assessment and recognition of learning units, regulations on new emulation fighters... are educational policies that will take effect from January 2024.
Amending regulations for considering emulation fighters
The Law on Emulation and Commendation takes effect from January 1, 2024 with many new points related to civil servants in education. Accordingly, Article 23 on the title of "Emulation Fighter at the grassroots level", the new Law stipulates that individuals considered and proposed for the title of "Emulation Fighter at the grassroots level" are those who meet the standards of "Advanced Worker" or "Advanced Fighter".
Excellently completing tasks or having initiatives recognized by the facility or having scientific topics, scientific projects, scientific and technological works that have been accepted or being clever and creative in combat and serving combat recognized by the unit.
According to this guideline, the criterion of experience and initiative is no longer the only criterion when considering the title of Emulation Fighter at the grassroots level.
New teacher salary table and many policies effective from January 2024.
New college preparatory teacher salary schedule
Circular No. 22 of the Ministry of Education and Training, effective from January 15, stipulates codes, professional title standards, and appointment and salary classification for teachers at preparatory schools.
The Circular specifies the tasks; standards on training and fostering qualifications; standards on professional competence and skills of pre-university teachers of each rank.
Professional titles of university preparatory teachers include: University preparatory teacher grade III - Code: V.07.07.19; University preparatory teacher grade II - Code: V.07.07.18; University preparatory teacher grade I - Code: V.07.07.17.
Officials appointed to the professional titles of university preparatory teachers prescribed in this Circular shall apply the salary table corresponding to Decree 204 of the Government on salary regime for cadres, civil servants, public employees and armed forces, specifically as follows:
The professional title of pre-university teacher grade III is applied with the salary coefficient of civil servants type A1, from salary coefficient 2.34 to salary coefficient 4.98.
The professional title of pre-university teacher grade II is applied with the salary coefficient of civil servants type A2 (group A2.2), from salary coefficient 4.00 to salary coefficient 6.38.
The professional title of first-class university preparatory teacher is applied with the salary coefficient of type A2 civil servants (group A2.1), from salary coefficient 4.40 to salary coefficient 6.78.
Ethnic children learn Vietnamese before entering grade 1
Circular 23 of the Ministry of Education and Training, effective from January 23, regulates the teaching and learning of Vietnamese for ethnic minority children before entering grade 1.
According to the circular, teaching Vietnamese to ethnic minority children before entering grade 1 aims to prepare their mindset, form basic learning skills; form and develop listening, speaking, reading and writing skills. These contents are arranged in a scientific order, corresponding to 20 lessons, expressed through topics and themes that are close and suitable for children according to the orientation of approaching the learner's capacity and qualities.
The Circular also stipulates that, depending on local conditions, principals and professional departments must make detailed plans that are appropriate and effective.
The Department of Education and Training of localities is responsible for guiding, inspecting and evaluating this teaching and learning organization activity according to regulations.
Identify district and provincial level units
Circular 24 of the Ministry of Education and Training will take effect from January 26, regulating the assessment and recognition of "Learning Units" at district and provincial levels.
The Circular is issued to identify district and provincial units that have met learning objectives in each period, and to plan for improving the quality of the units. Recognizing “learning units” at district and provincial levels aims to encourage investment and mobilize resources to support learning, creating motivation for learning.
Through this, we aim to ensure fair learning opportunities and favorable conditions for unit members to self-study and study regularly to become "learning citizens", contributing to building "learning communities" at the commune, district and provincial levels; promoting lifelong learning and building a learning society.
