The Power Transmission Project Management Board will start construction of 15 transmission projects in the last 3 months of the year.
By the end of August 2024, the Power Transmission Project Management Board (NPTPMB) had started construction on 3 out of 11 projects according to the annual plan and is striving to complete procedures to start construction on 15 more projects.
Project implementation in a rush
According to Mr. Tran The Hung, Director of the Power Transmission Project Management Board, in 2024, the Power Transmission Project Management Board was assigned by the National Power Transmission Corporation (EVNNPT) to manage 95 projects with a total planned disbursement capital for 2024 of VND 1,680,603 billion.
The implementation of projects in the past also had many difficulties in the investment and construction preparation stage, especially in agreeing on station locations and power line routes with localities where the projects were implemented, and approving environmental protection plans, environmental impact assessments, and fire prevention and fighting approval.
Construction in many places also encountered problems in site clearance.

Along with that, the number of projects is large, spread across the country but the total investment is low, so the source of project management costs is very limited. The source of project management costs is limited, making it difficult to operate as well as ensure salary payments for workers.
However, the unit has always received special attention and close direction from the leaders of EVN and EVNNPT in project management as well as human resource development. Although the staff of the Power Transmission Project Management Board is small, their qualifications are quite even, enthusiastic, and with the spirit of being ready to accept tasks and strive to complete them, the unit has achieved many results in the past 8 months.
By the end of August 2024, the Power Transmission Project Management Board had started construction on 3/11 projects according to the annual plan; energized 7/22 projects according to the annual plan, including: Installing the second 220 kV transformer at the Bac Kan 220 kV transformer station; Hanging the second circuit of the Cao Bang - Bac Kan 220 kV line; Installing the second 220 kV transformer at the Thai Thuy 220 kV transformer station; Increasing the capacity of the Yen Hung 220 kV transformer station; Installing capacitor banks in the Northern region's power transmission grid in 2024; Installing 2 transformers at the Chu Se 220 kV transformer station; Expanding the bay and renovating the Thanh My 500 kV transformer station.
Along with that, the Power Transmission Project Management Board has urgently implemented urgent key projects under the direction of EVN and EVNNPT, with the completed progress as follows:
The Nhon Trach 3 220kV transmission line project - My Xuan - Cat Lai branch is urgently carrying out the contractor selection work, expected to start construction in the first quarter of 2025. The Bac Tan Uyen 220kV substation project is currently carrying out procedures to approve the substation location and line route.
The Thanh My 500 kV Substation Expansion and Renovation Project has completed the energization of the restored lines and is expected to be fully completed in October 2024. The Yen Hung 220 kV Station Capacity Upgrading Project was completed on July 8, 2024. The Northern Region Transmission Grid Capacitor Installation Project was completed on April 28, 2024. The Kon Tum 220 kV Station Capacity Upgrading Project from 2x125MVA to 2x250MVA is expected to start construction in the fourth quarter of 2024.
From now until the end of the year, the unit strives to complete procedures to start construction of 15 more projects. In the energization work, 10/15 remaining projects will continue to be energized as planned; 5/15 projects propose to adjust the progress to 2025.
Many challenges need to be focused on
Working with the Power Transmission Project Management Board , EVNNPT General Director Pham Le Phu stated that the workload of the Power Transmission Project Management Board from now until the end of the year is still very large, so in the investment preparation work, the unit needs to urge consultants to complete the procedures for submission to competent authorities for appraisal. Closely follow the authorities to promptly review submitted projects, projects that need to be approved in 2024. Closely follow local departments and branches to promptly approve investment policies, agree on locations and routes, etc.
In the work of starting projects, it is necessary to focus on human resources to organize the submission for approval and bid evaluation to shorten the time for selecting contractors, especially construction and installation packages, equipment and materials packages, and to submit for approval and negotiate and sign contracts for projects starting in 2024.

In addition to the construction package, priority is given to implementing other synchronous packages such as: mine clearance, surveying and drawing, consulting and supervision, insurance, and providing materials and equipment when the site is available.
The work of energizing projects needs to focus resources to speed up the progress of selecting contractors for energizing projects in 2024, ensuring timely supply of materials and equipment, and construction and installation of energizing projects in 2024. Urge contractors to supply materials and equipment to comply with the contract schedule and make a detailed schedule commitment for supplying materials and equipment.
Urge construction contractors to comply with the contract schedule and prepare a detailed construction progress commitment table for approval by Party A as a benchmark for Party A to manage and evaluate contractors. Urge the consulting and supervising contractor to arrange staff to always be present at the construction site to supervise construction quality, step-by-step acceptance, acceptance of materials and equipment, and handle situations arising at the construction site.
EVNNPT General Director Pham Le Phu also requested the Power Transmission Project Management Board to continue to apply new and modern technologies and equipment in the implementation process. Promote the improvement of human resource quality to meet the development of the Power Transmission Project Management Board in particular and EVNNPT in general in the era of the 4th industrial revolution and digital transformation.
