Handing over Hoa Lac High-Tech Park to Hanoi

Hoa Lac High-Tech Park will be handed over to Hanoi to form a city directly under the capital in the western region with science and technology functions.

On the afternoon of June 29, Hanoi Party Secretary Dinh Tien Dung and Minister of Science and Technology Huynh Thanh Dat surveyed and worked to promote the handover of Hoa Lac High-Tech Park to Hanoi city.

According to Mr. Dinh Tien Dung, Resolution No. 15 dated May 5, 2022 of the Politburo has determined to build a model of a city directly under the capital Hanoi in the western region (Hoa Lac, Xuan Mai area) with the functions of science and technology, education and training and services. This will be an important condition to promote the development of Hoa Lac High-Tech Park in the future when it is transferred to Hanoi.

The Hanoi Secretary assessed that after 25 years since the Prime Minister signed the decision to establish, Hoa Lac High-Tech Park has achieved a number of achievements such as attracting 101 investment projects with a total registered investment capital of about 97,000 billion VND. Four major universities have invested, creating high-tech human resources.

Some scientific and technological research facilities have been established such as: Vietnam Space Center, Small Satellite Control Station of Vietnam Academy of Science and Technology; Center for Research, Application Development and Technology Transfer of Institute of Technology Application, Ministry of Science and Technology, Center for Research, Transfer and Technology Assessment of Hanoi City...

Implementing the Government's direction, the Prime Minister assigned the Ministry of Science and Technology to preside over and coordinate with the Hanoi People's Committee to transfer the Hoa Lac High-Tech Park to the city. The staffing structure as well as the immediate policies will remain stable. Hanoi will review traffic projects in the area, balance the budget, propose solutions, in which priority will be given to solving key traffic intersections and routes connecting to the Hoa Lac High-Tech Park.

Minister of Science and Technology Huynh Thanh Dat said that he will coordinate with the city to report to the Government and the Prime Minister to soon issue a decision to hand over the Hoa Lac High-Tech Park in its original state. Currently, the Decree on high-tech parks is being finalized with many new policies favorable for the development of high-tech parks in localities.

During the survey trip, Secretary of the Hanoi Party Committee and Minister of Science and Technology Huynh Thanh Dat visited FPT Software, FPT Corporation - one of the units that invested early and operated effectively in Hoa Lac High-Tech Park with university and high school training facilities, software research and production, and information technology services.

Hoa Lac High-Tech Park was established by the Prime Minister in Decision 1998 and is oriented to develop into a scientific city, leading in the field of research and production of scientific products of the whole country; a national center for research, development and application of high technology; a place to incubate high-tech enterprises; train human resources, develop production, provide services and trade high-tech products.

The planned area of ​​the high-tech park is 1,586 hectares, located in the two districts of Thach That and Quoc Oai with 8 functional areas and auxiliary areas such as lakes, buffer zones, and trees. The population of the high-tech park is forecast to be 229,000 people by 2030, of which the permanent population is about 99,300 people. As of May 2023, the total cleared area is 1,410 hectares.

The Hoa Lac High-Tech Park Management Board consists of 5 state management units and 2 public science and technology units. The total number of employees is 239 people, including 38 civil servants, 12 public employees, 44 contract workers, and 145 contract workers at 100% state-owned enterprises.
