Dan Viet respectfully introduces the full text of Directive No. 32-CT/TW:
In recent years, the fisheries sector has continued to develop, becoming a key economic sector, with a total annual output of over 9 million tons, contributing about 30% of the GDP of the agricultural sector; aquatic products are exported to 170 countries and territories, ranking third in the world; creating jobs for millions of workers, making an important contribution to socio-economic development and protecting the sovereignty and sovereign rights of the sea and islands of the Fatherland. Since 2017, all levels, sectors, and the National Steering Committee on combating illegal, unreported and unregulated fishing (IUU) have made great efforts in organizing the implementation of policies and laws; building a system to monitor, control, and supervise fishing vessels, strengthening state management, and gradually reducing the number of violations.
However, the development of Vietnam's fisheries industry is not sustainable, has not removed the "Yellow Card" warning from the European Commission, and has not fully complied with regulations against illegal, unreported and unregulated fishing. The implementation of a comprehensive fleet management and monitoring system; updating the national fishing vessel database; tracing the origin of aquatic products; building a seafood production chain linking fishermen, businesses and the government; and handling violations are still limited.

The main causes of the above limitations are that some Party committees, Party organizations, and authorities, especially the leaders, have not yet had a deep and complete awareness, have not been resolute in leadership and direction, are still subjective, have loosened management, lacked responsibility, and have not been highly effective in organization and implementation; the awareness of law compliance of a number of fishermen and enterprises is still limited; the fisheries infrastructure and the control of fishing vessel activities, catch output, and traceability have not met requirements; a number of fishing vessels have not yet ensured the necessary conditions; the work of inspection, supervision, coordination, detection, and handling of violations has not been strict, regular, or consistent.
To step up the fight against illegal, unreported and unregulated fishing and ensure sustainable development of the fisheries sector, the Secretariat requests Party committees at all levels, Party organizations, authorities, the Vietnam Fatherland Front, and socio-political organizations to focus on implementing the following key and urgent tasks:
1. Identifying the fight against illegal, unreported and unregulated fishing as an important, urgent task of long-term significance for the sustainable development of the fisheries sector; is the responsibility of the entire political system and the whole society, first of all, Party committees, Party organizations, leaders in the sector and localities who are directly responsible for leadership and direction, creating unity, synchronization, and high determination to achieve the goal of removing the "Yellow Card" warning in 2024 and maintaining sustainable results, contributing to socio-economic development; protecting sovereignty, sovereign rights over seas and islands; strengthening political and diplomatic relations and Vietnam's position internationally.
Strengthening the propaganda and dissemination of laws, raising awareness of Party committees, Party organizations, authorities, cadres, Party members, businesses and coastal and island fishing communities on sustainable development of the fisheries sector, combating illegal, unreported and unregulated fishing. Focusing on advocacy, grasping the situation, promptly detecting early, from afar, preventing right from the shore fishing vessels and fishermen from intentionally violating, especially illegal fishing in foreign waters.
Promote the role of the Vietnam Fatherland Front, socio-political organizations, mass organizations, and press agencies in mobilizing, propagating, raising awareness, responsibility, and sense of law compliance, promptly reporting violations, praising, and rewarding organizations and individuals who have well implemented policies and laws on combating illegal fishing, contributing to the early removal of the "Yellow Card" warning according to the set goals.
2. Effectively implement the Party's resolutions and policies on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045; national plans, strategies, and programs related to sustainable development and international integration of the fisheries sector. Urgently review and complete policies and laws, supplement sanctions to strictly handle violations; promptly overcome limitations and shortcomings, and improve the effectiveness of the fight against illegal, unreported, and unregulated fishing. Focus on policies on aquaculture, exploitation, protection, and development of aquatic resources, preservation, and processing for export; have policies to support the modernization of fisheries, improve livelihoods, provide vocational training, and create conditions for fishermen to go offshore, stick to the sea, and improve their lives.
3. Improve state management capacity in combating illegal, unreported and unregulated fishing; ensure tools and means for inspection, examination and handling of violations by law enforcement forces at sea. Conduct a general review and statistics of the number of fishing vessels and regularly update the national fishing vessel database; strengthen management of fishing vessels, fisheries service vessels, fishing ports, fleets, thoroughly handle the situation of fishing vessels without licenses, registrations and inspections; strictly implement the confirmation, certification and traceability of exploited aquatic products. Ensure the number of fishing vessels and exploitation capacity are consistent with the reserves of aquatic resources in sea areas; monitor 100% of aquatic product output at sea and at ports; no illegal aquatic products are exported abroad.

The installation of VMS equipment is not on schedule, the fishing vessel monitoring system and VMS equipment are not stable and smooth, and there are still cases of intentional device shutdowns.
Strengthen and enhance the capacity and sense of responsibility of the Fisheries Surveillance force and relevant agencies managing fisheries activities, carry out the work of combating illegal, unreported and unregulated fishing; strengthen inspection, supervision, law enforcement, thoroughly handle violations; promptly investigate, prosecute and strictly try cases of brokerage and collusion to bring Vietnamese fishing vessels and fishermen to illegally exploit in foreign waters, legalize documents for export shipments; organize peak campaigns of propaganda, patrol, inspection and control.
Pay attention to investing in state resources; encourage socialization and public-private partnership to develop technical facilities and fisheries infrastructure. Promote the application of advanced science and technology, innovation, digital transformation in aquaculture and fisheries exploitation, establish sustainable production chains, comprehensive ecosystems, create a favorable environment for the fisheries industry to develop long-term, have prestige, high competitiveness, participate deeply in the global supply chain, adapt to climate change, and be environmentally friendly. At the same time, focus on conserving, protecting, and developing aquatic resources; the development of the fisheries industry must be associated with ensuring social security, sustainable livelihoods, improving the material and spiritual lives of fishermen and related workers; build a national defense and security posture at sea, contributing to firmly protecting the sovereignty of the sea and islands of the Fatherland.
4. Improve the effectiveness of international cooperation, especially with European countries and the EU, strengthen diplomatic measures, seek support from relevant parties to promptly remove the "Yellow Card" warning; do not let fishing vessels and fishermen illegally exploit in foreign waters affect relations with other countries. Vietnamese representative agencies abroad coordinate with domestic authorities to collect records, documents, judgments, and decisions of the host country on fishing vessels and fishermen who violate the law to serve the investigation, handling and protection of citizens; promptly fight diplomatically against Vietnamese fishing vessels and fishermen who do not violate the law and are arrested and handled by foreign authorities in overlapping, disputed, and undemarcated sea areas with other countries. Promote negotiations and signing of agreements on demarcation of the exclusive economic zone and continental shelf between Vietnam and other countries.
5. Implementation organization
- Provincial and municipal Party Committees, Party Executive Committees, Party Delegations, and Party Committees directly under the Central Committee shall organize the study, dissemination, and dissemination of this Directive to cadres, Party members, and the People; develop programs and implementation plans; organize inspections, supervisions, rewards, and commendation of collectives and individuals with outstanding achievements; consider responsibilities and strictly handle organizations and individuals who violate the Directive.
- The National Assembly Party Delegation and the Government Party Committee lead and direct the review, amendment and completion of laws on fisheries, ensuring unity, synchronization and supervision of the implementation of the Directive.
- The Government Party Executive Committee leads and directs the development of programs and plans, and allocates resources for implementation; regularly monitors, urges, checks, and inspects the implementation of the Directive.
- The Central Propaganda Department presides over and coordinates with the Party Executive Committee of the Ministry of Agriculture and Rural Development to direct and orient the propaganda work of the Directive.
- The Central Committee for Mass Mobilization, the Party Committee of the Vietnam Fatherland Front, socio-political organizations, and mass organizations shall step up propaganda and mobilization work, mobilizing businesses and people to raise awareness and strictly comply with the Directive; inform and report cases of violations of illegal fishing; improve the effectiveness of monitoring and social criticism activities, contributing to the effective implementation of the Directive.
- The Party Executive Committee of the Supreme People's Procuracy and the Party Executive Committee of the Supreme People's Court lead, direct, and closely coordinate with relevant ministries, branches, and localities in organizing the implementation of the Directive.
- The Party Executive Committee of the Ministry of Agriculture and Rural Development shall preside over and coordinate with the Central Economic Committee and relevant agencies to monitor, inspect and urge the implementation; periodically review and summarize and report to the Secretariat on the results of the implementation of this Directive.
This directive is disseminated and thoroughly implemented to the Party cell.
