On the morning of January 31, the People's Committee of Bac Giang province held a conference to summarize emulation and reward work in 2024 and deploy tasks in 2025.
Attending the conference were comrades: Nguyen Thi Huong - Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee's Inspection Committee; Nguyen Viet Oanh - Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee's Propaganda Department; Mai Son - Acting Chairman of the Provincial People's Committee. Vice Chairmen of the Provincial People's Council: Lam Thi Huong Thanh, Nghiem Xuan Huong. Also attending were comrades of the Standing Committee of the Provincial Party Committee; comrade Phan The Tuan - Vice Chairman of the Provincial People's Committee; representatives of leaders of departments, branches, units and localities.
Many key indicators and emulation movements lead the country.
In 2024, despite facing many difficulties and challenges, with the high unity in leadership and direction of the Provincial Party Committee and Provincial People's Committee; the active participation of all levels, sectors, the Vietnam Fatherland Front, socio-political organizations; the consensus of the people and the business community, the patriotic emulation movement in the fields of economy, culture, society, national defense and security in Bac Giang province continued to have many improvements, achieving many important results, many key emulation targets were higher than the national average.
Patriotic emulation movements have closely followed the Law on Emulation and Commendation and documents guiding the implementation of the Law; at the same time, closely followed the political tasks according to the Party Congress resolutions, developed extensively and enthusiastically at all levels, sectors and localities with many innovative contents, forms and methods of organization with positive changes, bringing about great results, having positive impacts on all areas of social life, attracting the participation and response of the masses, contributing significantly to the successful implementation of socio-economic development goals and tasks, strengthening national defense and security and promoting the strength of great national unity in the province.
In particular, in the year, the emulation movement "The whole country joins hands to build new rural areas" continued to have many positive developments, creating a strong spread among the people. Up to now, the whole province has 07 district-level units meeting the standards and completing the new rural tasks; 159 communes meeting the new rural standards, accounting for 87.36%; 70 communes meeting the advanced new rural standards; 19 communes meeting the model new rural standards, reaching a rate of 11.95% and 445 model new rural villages. On average, the whole province has achieved 18.0 criteria/commune, an increase of 0.6 criteria compared to 2023.
In the emulation movement "For the poor - No one is left behind", all levels and sectors in the province have strengthened propaganda and implementation of sustainable poverty reduction solutions and made the program a key and regular task. As a result, in 2024, the multidimensional poverty rate of the province decreased beyond the set target (the poverty rate of the whole province (according to the new standard 2021-2025) decreased by 0.9% to 1.73%); 100% of the poor, near-poor, and people in extremely difficult areas have been granted health insurance cards.
In the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses", Bac Giang was assessed and recognized by the Central Government as the locality that implemented the emulation movement the earliest, leading the country in the goal of eliminating temporary and dilapidated houses in 2024. During the year, the whole province mobilized over 86 billion VND and 43,500 working days, started construction, completed and handed over 1,396 houses, reaching 100% of the plan, of which, the whole province had 968/968 temporary and dilapidated houses that had started construction, completed and handed over (reaching 100% of the plan).
In the emulation movement in the field of economic development organized and launched by the province, Bac Giang mobilized the solidarity of the entire political system, the consensus of the people and the business community, the province's economy continued to have many positive changes; economic growth continuously achieved positive results with the economic growth rate (GRDP) for the whole year reaching 13.85%, ranking first in the country. The scale of GRDP continuously expanded, the value for the whole year was estimated at 207 trillion VND, continuing to maintain the 12th position in the country (ranking first in the Northern Midlands and Mountains region); GRDP per capita reached 4,370 USD, up 10.6%. The economic structure shifted strongly towards increasing the proportion of industry, growth quality continued to improve.
Bac Giang's Provincial Competitiveness Index (PCI) remained in the top 5 provinces and cities nationwide, ranking 4th nationwide. The industrial production index (IIP) for the year increased by 30.0%. The industrial production value for the year is estimated at 684,397 billion VND, exceeding the plan by 3.0%. The FDI enterprise sector alone is still the main contributor to the province's industrial development, accounting for 88% of the province's industrial production value.
Urban management, development and infrastructure investment were actively implemented. During the year, 03 urban areas were recognized by the Prime Minister and the Ministry of Construction as meeting the criteria of type II and IV urban areas, including: Bac Giang expanded urban area reaching type II; Chu urban area and Hiep Hoa urban area reaching type IV; the urbanization rate reached 57.13%, higher than the national average.
The province has established 11 industrial parks with a total area of 2,720.72 hectares, established 55 industrial clusters with a total area of 2,327 hectares; connecting traffic infrastructure and other auxiliary infrastructures have been invested synchronously.
The emulation movement in the field of education and training has many innovations, creating a wave of exciting competition in all aspects. In 2024, the high school graduation rate reached 99.76%, higher than the same period, in the top 15 leading provinces and cities. The results of the national and international excellent student competitions in the 2023-2024 school year achieved outstanding results, setting a new record, the highest since the re-establishment of the province to date, ranking 9th in the country in terms of the number of First prizes and 7th in the country in terms of the number of prizes with 86 prizes. In particular, the number of Gold Medals in the International Olympic competition ranked first in the country, with 02 Gold Medals in the Physics Olympiad; 01 Gold Medal in the International Chemistry Olympiad. The National Science and Technology Competition won 4 prizes, being 1 of the 2 provinces with the highest number of prizes nationwide. The 10th National Phu Dong Sports Festival, Bac Giang delegation ranked first in region I and ranked 4th out of 63 provinces and cities.
Awarding Certificates of Merit from the Prime Minister to individuals.
The administrative reform index (PAR Index) reached 91.16/100 points, maintaining the 4th rank out of 63 provinces and cities (ranked 4th nationwide). The index of direction, management and assessment of service quality for people and businesses in performing administrative procedures and public services in real time on the electronic environment of Bac Giang province ranked 3rd nationwide. The provincial public administration and governance performance index (PAPI) reached 44.32 points, ranking 10th out of 63 provinces and cities, in the "Highest" group nationwide. Regarding the provincial digital transformation index (DTI), Bac Giang ranked 10th nationwide, leading in the DTI index, exceeding the target set by Resolution 111-NQ/TU.
The commendation work in 2024 continues to have many positive changes, innovation and quality improvement. Thematic and ad hoc commendation work continues to receive attention; commendation for farmers, workers, soldiers and direct laborers continues to reach a rate of over 70%. The province has paid special attention to external commendation for organizations and individuals who have made many contributions to the socio-economic development of the province during the year. Timely encourage and commend collectives and individuals who are good people, good deeds, people with intelligent and brave actions to save people and property. The evaluation of emulation titles and forms of commendation is conducted from the grassroots level, according to regulations, ensuring democracy, objectivity, publicity, fairness, accuracy, right people, right achievements.
Accordingly, during the year, many typical individuals and collectives with outstanding achievements in patriotic emulation movements were commended and rewarded, creating motivation for socio-economic development.
At the conference, delegates shared experiences and good practices in implementing emulation movements and replicating advanced models, while pointing out existing limitations that need to be overcome in the coming time. Along with that, promoting the achieved results to focus on promoting local socio-economic development, successfully completing all tasks of the industry and unit.

In order for emulation movements and reward work to become a driving force contributing to the successful implementation of the tasks, goals and targets for socio-economic development of the province in 2025 and the following years; all levels, sectors, units, localities, business communities, and people of all walks of life in the province actively compete, promote strengths, take advantage of opportunities, make efforts and determination to overcome difficulties and challenges, unite, be creative and flexible in organization. Continue to effectively implement resolutions and directives of the Central Committee. Organize and effectively launch and implement emulation movements in the fields of socio-economic development and Party building in conjunction with major national holidays; prepare well the conditions for emulation congresses at all levels, party congresses at all levels towards the 14th National Party Congress; effectively carry out the work of arranging and streamlining the apparatus in administrative units; Strive to successfully implement the goals, targets and tasks of the province, each sector, each field and each locality in 2025.
Strengthening the innovation of the leadership of Party committees at all levels, state management of all levels of government, promoting the mass mobilization capacity of the Vietnam Fatherland Front and organizations. Promoting the pioneering and exemplary role of cadres and Party members; especially leaders need to promote their management role well; each agency, unit and locality must identify emulation and reward work as an important political task. Strengthening the propaganda and dissemination of advanced examples and typical models in the emulation movement to replicate and create widespread influence. Continuously improving the quality of advice of cadres doing emulation and reward work at all levels, sectors, units, localities and bases to promptly respond to the new situation of the province and the country.
At the conference, Acting Chairman of the Provincial People's Committee Mai Son launched the emulation movement in 2025. He emphasized that 2025 is of special importance in successfully implementing the goals of the 5-year Socio-Economic Development Plan 2021-2025, while at the same time creating a premise for further progress in the future. With the spirit of "Emulation is patriotism, patriotism requires emulation", on behalf of the provincial leaders, he launched the emulation movement in 2025 with 6 key tasks.
That is, to focus on implementing key and focal tasks, accordingly, all levels, sectors, units and localities need to focus on competing to synchronously and comprehensively implement the assigned tasks, especially the approved key tasks. Leaders must uphold the sense of responsibility, innovate thinking, act decisively, and assign tasks with clear people, clear tasks, clear resources, clear responsibilities and clear completion time.
Promote competition for rapid and sustainable economic development. Competition for economic development must be associated with economic restructuring and growth model innovation. All levels and sectors need to focus on improving competitiveness, promoting digital economy, green economy, circular economy and e-commerce.
Improve the effectiveness and efficiency of state management and promote digital transformation. Administrative reform needs to be implemented more synchronously and drastically, associated with improving the effectiveness and efficiency of state management. He believes that with the spirit of solidarity, determination and responsibility, Bac Giang will turn aspirations into reality, turn goals into concrete results; create a breakthrough, successful year 2025 and leave a good impression.
At the conference, authorized by the President, comrades Nguyen Thi Huong, Nguyen Viet Oanh, and Mai Son awarded the First, Second, and Third Class Labor Medals to individuals and relatives of posthumous recipients.
Comrade Nguyen Viet Oanh - Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee's Propaganda Department awarded the Diplomatic Medal of the Korean Government to Mr. Nguyen Cong Thong - Principal of Bac Giang Vietnam - Korea Technology College for his continuous contributions and achievements in ODA activities, contributing to strengthening the friendship between Vietnam - Korea.
