4 conditions for conscripts to be recruited directly into the People's Public Security

In November 2023, the Minister of Public Security issued Circular No. 64/2023/TT-BCA regulating the consideration of transfer to professional service for non-commissioned officers who have completed their term of active service in the People's Public Security, in which, it added regulations on direct transfer to professional service for conscripts who have graduated and been awarded a regular university degree with a good grade or higher in the list of majors and majors similar to the list of majors and majors for admission to a second university degree in the People's Public Security in the year the non-commissioned officers join the army or the year their term of active service expires. This is a notable new point in the military recruitment work in 2024.

Policy - 4 conditions for conscripts to be recruited directly into the People's Public Security

Specifically, conscripts with a regular university degree (excluding university transfer programs) graduating with a Good grade or higher and simultaneously meeting the following conditions will be considered for direct transfer to a professional program:

Firstly, having 2 years of performing duty in the People's Public Security is classified as a conscript soldier "Completing the task well" or higher, achieving the title "Advanced soldier".

Second, being a member of the Communist Party of Vietnam before the end of his/her military service (admitted to the Party before or while performing his/her duty in the People's Public Security).

Third, the scores of 3 subjects (without coefficient) for professional transfer registration are determined based on the results of the National High School Exam during the time the non-commissioned officer serves in the military or the results of the National High School Exam in the year the non-commissioned officer graduates from high school with 15 points or more.

Regulations stipulate that conscripts who have graduated from university with a Good degree or higher must ensure the above conditions as a basis for evaluation and selection of officers with professional qualifications; at the same time, if a conscript has a university degree with a Good degree or higher but does not ensure other conditions for direct admission, he/she will still be given priority points for having a university degree to be considered for professional transfer along with other conscripts according to regulations, creating more opportunities and choices for conscripts in considering professional transfer.

In addition, the Ministry of Public Security has implemented Project No. 18/DA-BCA "Vocational training and job support for demobilized non-commissioned officers and soldiers of the People's Public Security in the period of 2023-2030" with the goal of 100% of young people who are demobilized non-commissioned officers of the People's Public Security receiving propaganda, vocational counseling and job support.

The Ministry of Public Security has directed training institutions of the Ministry of Public Security to improve their capacity and conditions for vocational training and propose expanding training occupations to meet the vocational training needs of demobilized non-commissioned officers of the People's Public Security and the labor needs of society; Public security units and localities have done a good job of propaganda, organizing consulting activities, and supporting employment for non-commissioned officers of the People's Public Security after vocational training or after discharge; completing the process of supporting, registering for vocational training, and career guidance for non-commissioned officers of the People's Public Security after discharge.
