31,117 people of Vietnamese origin of unidentified nationality

The Ministry of Public Security proposes to issue identification numbers and identity certificates to people of Vietnamese origin living in Vietnam whose nationality has not been determined.

The Ministry of Public Security is drafting a revised citizen identification law, proposing many new issues related to the issuance of citizen identification cards to people of Vietnamese origin living in Vietnam whose nationality has not been determined (Illustrative photo).

The Ministry of Public Security said that the Vietnamese Nationality Law does not have the concept of "people of undetermined nationality". However, in reality, there are currently 31,117 people of Vietnamese origin in our country whose nationality is undetermined.

Of these, 775 cases are mixed-race children between Vietnamese citizens and foreigners whose nationality has not been determined, concentrated in Gia Lai, Bac Lieu, Vinh Long...; 10,650 cases of people whose nationality has not been determined, and have not been registered for residence, concentrated in Ho Chi Minh City, Lam Dong, Dong Thap, Binh Duong, Dong Nai...

In addition, there are 16,161 cases without identification papers concentrated in Ho Chi Minh City, Lam Dong, Dong Thap, Dong Nai, Binh Duong...

Therefore, the Ministry of Public Security proposed to add an article in the draft revised CCCD Law on management of people of Vietnamese origin.

Accordingly, people of Vietnamese origin living in Vietnam but whose nationality has not been determined include: people who used to have Vietnamese nationality but at birth their nationality was determined according to the principle of bloodline; or biological children and grandchildren of these people.

People of Vietnamese origin are issued an identification number for people of Vietnamese origin and an identity certificate. This will be the identity document of a person of Vietnamese origin, which is valid to prove the identity information of that person to conduct transactions in Vietnam.

Competent agencies, organizations and individuals are allowed to request people of Vietnamese origin to present their identity certificates for verification; and are allowed to use the identification number of people of Vietnamese origin on the identity certificate to verify that person's information in the national database and specialized databases according to the provisions of law.

At the same time, the State ensures the legitimate rights and interests of people granted identity certificates according to the provisions of law.

Issuing identity cards to people of Vietnamese origin will ensure their legitimate rights and interests and serve state management; promote the value and utility of citizen identity cards in the activities of digital government and digital society.

People of Vietnamese origin, when granted an identity card, can use this certificate to participate in civil transactions, especially essential transactions serving life.

In cases where people of Vietnamese origin are not allowed to collect information, data and manage and violate the law, state agencies will not have information to look up and verify, especially biometric information about fingerprints and portraits, causing difficulties in ensuring security, order and social safety.
