After the article "15 fees in a primary school receipt, parents are shocked" published on Tuoi Tre Online yesterday, October 9, this afternoon, October 10, Mr. Nguyen Thai Vinh Nguyen - Head of the Department of Education and Training of Thu Duc City (HCMC) - said that the Department of Education and Training of Thu Duc City has issued a document criticizing the principal of Luong The Vinh Primary School.
At the same time, handle the case at this school after verifying and collecting documents at the facility.
Only collect fees for educational activities of school programs from September 22
Accordingly, the Department of Education and Training of Thu Duc City issued Official Dispatch No. 1875/GDĐT to rectify the revenue and expenditure management of Luong The Vinh Primary School, requiring the principal to seriously and immediately correct the following contents, specifically:
Implement the timetable in accordance with regulations (based on Directive No. 5432/SGDĐT-GDTH dated August 30, 2024) of the Department of Education and Training of Ho Chi Minh City. On October 10, issue an official timetable, make it public and send it to teachers and parents.
Luong The Vinh Primary School must refund the fees collected for educational activities of the school program from September 4 to September 20.
The school will only collect fees from September 22 according to the time the school has deployed, informed and has registration forms from parents of students choosing educational activities of the school program.

Get parents' opinions on extracurricular subjects
At the same time, the document requires schools to arrange suitable swimming lessons for students, not to organize them during recess, and to consult parents so that they can organize them after school hours.
The school must also reimburse air-conditioning service fees (electricity, air-conditioning maintenance costs, air-conditioning rental costs) for classes implementing the integrated program that are equipped with air-conditioning.
According to Mr. Vinh Nguyen, the Department of Education and Training of Thu Duc City has sent a report to the Department of Education and Training of Ho Chi Minh City about the issues that Tuoi Tre Online newspaper reported in the article "15 fees from a receipt of an elementary school, parents are shocked". This report also clearly explains the fees at this school.
Previously, as Tuoi Tre Online reported, from September 5 to 22, Luong The Vinh Primary School did not provide timetables to students, and did not openly and transparently teach extracurricular subjects to parents...
In addition, parents also reported that parents did not register for voluntary subjects but the school's September tuition notice still charged them for subjects outside of class hours.
Since September 22, there has been a meeting with parents to collect opinions on fees, including fees for extracurricular subjects, but students are still charged for extracurricular subjects for the entire month of September, making parents very dissatisfied and upset.
The school began posting public timetables and allowing students to register for educational activities.
On the afternoon of October 10, many parents of Luong The Vinh Primary School said that they had received a public timetable from their homeroom teacher with specific number of periods and hours.
At the same time, following the school's orders, the homeroom teacher also sent parents two registration forms including: a registration form for participating in educational activities and a registration form for swimming and gifted classes.
"This school year, we have just seen a registration form for educational activities like this" - a parent told Tuoi Tre Online .
