31/34 criteria for district to become district have been met.
In 2023, Thanh Tri district will implement emulation movements in many diverse forms. In particular, focusing on innovating the organization of emulation movements, enhancing the responsibility of Party committees, authorities, the Fatherland Front and socio-political organizations at all levels in terms of quality and effectiveness of emulation and reward work, especially the responsibility of unit leaders.
As a result, in 2023, the district completed and exceeded 20/20 economic, cultural and social targets. The total production value in the area is estimated at more than 16,710 billion VND, an increase of 14% over the same period. Average income per capita is estimated at 77.6 million VND/person/year (an increase of 7 million compared to 2022). State budget revenue reached 2,427.3 billion VND (reaching 100.13% of the assigned estimate, an increase of 9.7% over the same period in 2022).
Up to now, the district has 15/15 communes recognized as meeting the model NTM standards, exceeding the target assigned by the City for the period 2021-2025. Complete the dossier to request recognition of the district as meeting the advanced NTM standards in 2023. The district has 84 OCOP products, of which 52 products have achieved 4 stars (62%), 32 products have achieved 3 stars.
Implementing the project to develop the district into a district, Thanh Tri district has so far achieved 31/34 criteria. The areas expected to develop into wards have achieved from 12 to 15/18 criteria. Notably, tourism development activities have been focused on by the district and have shown many improvements. The district has 8 communes recognized by the city as tourist destinations: Dai Ang, Yen My, Tam Hiep, Duyen Ha, Thanh Liet, Van Phuc, Dong My, Tan Trieu and 1 Hanoi craft village.
Implementing the emulation movement "Promoting administrative reform", in 2023, the district's administrative reform index ranked 5th out of 30 districts. Notably, the district has deployed the model of "24-hour administrative procedure support points", accordingly, 23 support points have been established and put into operation at the village cultural houses and residential groups from social mobilization sources in 16 communes and towns. Up to now, over 2,400 citizens have been supported, receiving the consensus and support of the people.
Promote responsibility in organizing emulation movements
Speaking at the conference, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen reviewed the outstanding results of the city in 2023. At the same time, she praised the results of Thanh Tri district - the first district with all 15/15 communes achieving the status of advanced NTM communes and model NTM communes. This demonstrates the efforts and consensus of all Party committees, authorities at all levels and all people in the area.
Along with 8 communes recognized as tourist destinations and craft villages in Hanoi, Van Dien town was recognized as a civilized and model town, which is a premise for replication to communes in the district.
The Standing Deputy Secretary of the City Party Committee also highly appreciated the results in socio-cultural work and ensuring social security. Up to now, the district has no poor households, only 0.19% of near-poor households ; 68/73 schools meet national standards, reaching a rate of 93.2%. The district has met 30/34 criteria for building the district into a district. Notably, in 2023, the district achieved outstanding results in administrative reform, ranking 5th/30 districts and being the leading district in the district block.
Emphasizing that 2024 is the year of the 70th Anniversary of the Liberation of the Capital, the year of accelerating the implementation of tasks of this term, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen suggested that Thanh Tri district continue to complete the dossier for the district to meet the advanced NTM standards in 2023. At the same time, complete the targets and tasks of 2024 on socio-economic development, national defense and security, and building the political system. Along with that, continue to promote the patriotic emulation movement, launch many emulation movements, have many typical advanced examples, have many typical advanced collectives and individuals towards celebrating the 70th anniversary of the Liberation of the Capital and some important holidays and anniversaries in 2024.
In addition, promote patriotic emulation movements in all fields according to the City's 2024 work theme "Discipline, responsibility, action, creativity, development" associated with the implementation of Directive No. 24-CT/TU of the City Party Committee on "Strengthening discipline, order and responsibility in handling work in the political system of Hanoi City". Raise awareness and responsibility for the role of Party committees and authorities at all levels in leading and directing the organization of emulation movements.
The Standing Deputy Secretary of the City Party Committee also requested the district to focus on Party building, building the political system, and preparing for the Party Congress for the 2025-2030 term. On that basis, review the source of cadre planning to ensure enough cadres to carry out political tasks and complete the set targets and tasks.
At the ceremony, Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Thanh Tri District Nguyen Tien Cuong launched the emulation movement to excellently complete the tasks in 2024. The Organizing Committee announced the decision, awarded certificates of recognition to communes meeting the standards of model new-style rural areas, tourist destinations, and craft villages in Hanoi; awarded certificates of recognition to Van Dien town as a civilized, model town; and commended collectives and individuals with outstanding achievements in patriotic emulation movements.
