Prime Minister Pham Minh Chinh has just signed and issued Directive No. 06 on urging the implementation of key tasks after the 2024 Lunar New Year holiday.
According to the Directive, in the coming time, the world and domestic situation is forecasted to face many difficulties and challenges, continuing to develop in a complicated and unpredictable manner; causing great pressure on the direction and implementation of socio-economic development tasks, especially in the first months of 2024.
The Prime Minister requested relevant ministries, agencies, localities, collectives and individuals, according to their assigned functions, tasks and powers, to immediately focus on handling work after the Giap Thin Lunar New Year holiday, not to delay and affect production, business and socio-economic activities, especially for work that has been backlogged due to the Tet holiday.
In particular, the Prime Minister requested the State Bank to preside over and coordinate with agencies and localities to proactively, flexibly, promptly and effectively manage monetary policy, coordinate synchronously, closely and harmoniously with a reasonable, focused and key expansionary fiscal policy and other policies to contribute to stabilizing the macro-economy, promoting growth, controlling inflation, stabilizing the monetary and foreign exchange markets and the banking system.
Manage interest rates in line with macroeconomic balance, inflation and monetary policy targets; continue to strive to reduce lending interest rates. Urgently summarize Decree No. 24 dated April 3, 2012 on management of gold trading activities; propose solutions to effectively manage the gold market in the new situation, to be completed in the first quarter of 2024.
The Prime Minister requested the State Bank of Vietnam to propose solutions to effectively manage the gold market in the new situation, to be completed in the first quarter of 2024.
Manage credit growth in 2024 at about 15%, with adjustments in line with macroeconomic developments, inflation and meeting capital needs for the economy.
Continue to direct credit institutions to review and simplify procedures, loan applications, and collateral, create favorable conditions for access to bank credit, lower lending interest rates, ensure safe and effective lending activities, and contribute to limiting "black credit".
Continue to implement solutions to deploy credit programs of 120,000 billion VND for loans to develop social housing, workers' housing, and renovate and rebuild old apartment buildings; 15,000 billion VND for the forestry and fishery sectors.
The Prime Minister also requested to focus on promoting the construction progress of important national transport infrastructure projects such as component projects of the North-South Eastern Expressway, Dong Dang (Lang Son) - Tra Linh (Cao Bang), Huu Nghi - Chi Lang (Lang Son), Hoa Binh - Moc Chau (Son La), Ninh Binh - Nam Dinh - Thai Binh - Hai Phong expressways, the 4th ring road project of Hanoi Capital Region, the 3rd ring road of Ho Chi Minh City, Khanh Hoa - Buon Ma Thuot, Chau Doc - Can Tho - Soc Trang, Bien Hoa - Vung Tau, Tuyen Quang - Ha Giang, Long Thanh International Airport, Terminal T3 - Tan Son Nhat International Airport; 500 Kv power transmission line circuit 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen)...
Speed up the progress of investment preparation and investment decisions; establish, appraise and approve implementation designs after basic designs, select contractors to soon start construction of projects assigned to the managing agency, especially projects expected to allocate increased central budget revenue sources in 2023 and 2024 .
