Kinhtedothi - Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch 117/CD-TTg dated November 18, 2024 on continuing to promote the elimination of temporary and dilapidated houses nationwide.
Telegram to: Ministers, Heads of ministerial-level agencies, Government agencies; Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of provinces and centrally-run cities.
The telegram stated:
Taking care of housing for the people, especially those with revolutionary contributions, poor households, and households affected by natural disasters, has always been of interest to the Party and State and is identified as a key task of social security and sustainable poverty reduction. Conclusion No. 97-KL/TW dated October 5, 2024 of the 10th Central Conference, 13th tenure clearly stated: Fully and promptly implement poverty reduction policies, promote the emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide in 2025". In order to successfully achieve the goal of eliminating temporary and dilapidated houses nationwide in 2025, the Prime Minister requested:
1. Ministers, Heads of ministerial-level agencies, agencies directly under the Government and Chairmen of People's Committees of provinces and centrally run cities focus on urgently, resolutely, synchronously and effectively implementing the Prime Minister's directions in Official Dispatch No. 102/CD-TTg dated October 6, 2024, Directive No. 42/CT-TTg dated November 9, 2024 on promoting the elimination of temporary and dilapidated houses nationwide; Conclusion of the Prime Minister at the first meeting of the Central Steering Committee on the elimination of temporary and dilapidated houses nationwide (Notice No. 523/TB-VPCP dated November 16, 2024).
2. The Ministry of Labor, War Invalids and Social Affairs shall preside over and coordinate with the Central Committee of the Vietnam Fatherland Front, the Ministry of Finance, and the Ethnic Committee to guide, inspect, and urge localities to perform assigned tasks, especially in developing plans to mobilize and use support resources, speed up disbursement progress at the local level, promptly summarize difficulties and problems from reality, and make specific proposals and recommendations, and report to the Central Steering Committee for the implementation of the elimination of temporary and dilapidated houses nationwide (Central Steering Committee).
3. Ministry of Finance:
a) Submit to competent authorities before November 30, 2024 for instructions on implementing the use of funds from the 5% savings source of regular state budget expenditures in 2024 to support the elimination of temporary and dilapidated houses (according to the resolution of the National Assembly); agree with the Ministry of Labor, War Invalids and Social Affairs to implement the allocation immediately upon approval.
b) Guide enterprises in calculating deductible expenses when calculating corporate income tax on support for removing temporary and dilapidated houses according to the provisions of law, and report to competent authorities on issues beyond their authority.
4. Ministry of Construction:
a) Urgently submit to the Prime Minister for promulgation a Decision on the level of support for new construction or renovation and repair of houses for people with revolutionary contributions and relatives of martyrs; preside over and coordinate with relevant ministries and agencies to effectively implement the Prime Minister's Decision.
b) Guide localities to research and design a number of typical housing models suitable to the cultural and climatic characteristics of each locality and region.
5. The Ethnic Committee and localities urgently develop plans to resolve difficulties and obstacles in implementing housing support in the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas, and promptly report to the Steering Committees at all levels on issues beyond their authority.
6. People's Committees of provinces and centrally-run cities:
a) Urgently establish and direct the establishment of a Steering Committee to implement the elimination of temporary and dilapidated houses at the local level (provincial, district, and commune levels) with the Party Committee Secretary as Head of the Steering Committee, the Chairman of the People's Committee, and the Chairman of the Vietnam Fatherland Front at the same level as the Standing Deputy Head of the Steering Committee; members of the Steering Committee are heads of relevant departments, branches, and agencies; the Department of Labor, War Invalids, and Social Affairs is the standing agency; to be completed in November 2024.
b) Focus on effectively organizing and implementing the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025", strengthening communication and information, creating social consensus, especially in mobilizing financial and human resources to support the work of eliminating temporary and dilapidated houses in the area.
c) Urgently develop a specific plan, focus on directing the implementation of the immediate disbursement of supported and mobilized resources to eliminate temporary and dilapidated houses in the area; proactively coordinate and work with investors who have committed to support the implementation (according to the list of the Ministry of Labor - Invalids and Social Affairs, the standing agency of the Central Steering Committee sent to localities); ensure timeliness, efficiency, and correct purpose, avoid loss, waste, and negativity; strictly handle violations.
7. Propose that the Central Committee of the Vietnam Fatherland Front guide the Fatherland Front at all levels to receive support for the elimination of temporary and dilapidated houses through the Fund for the Poor; coordinate with the Ministry of Labor, War Invalids and Social Affairs to report to the Central Steering Committee to promptly allocate supported funds; supervise the implementation of the support policy for the elimination of temporary and dilapidated houses for people with revolutionary contributions, poor and near-poor households.
8. Government members regularly inspect, urge, supervise and evaluate the implementation of the work of eliminating temporary and dilapidated houses as assigned in Decision No. 435/QD-TTg dated April 24, 2024 and Decision No. 967/QD-TTg dated September 12, 2024 of the Prime Minister.
9. Assign Deputy Prime Minister Nguyen Hoa Binh, Deputy Head of the Central Steering Committee, and Deputy Prime Minister Le Thanh Long to direct ministries, agencies, and localities to focus on implementing and resolving tasks related to the elimination of temporary and dilapidated houses nationwide.
10. The Government Office, according to its assigned functions and tasks, shall coordinate with the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Construction, and the Ethnic Committee to monitor and urge the implementation of this Official Dispatch; promptly report to the Prime Minister on issues beyond its authority./.
