There is currently much conflicting information about the enrollment, training and granting of a PhD degree to Mr. Vuong Tan Viet (aka Venerable Thich Chan Quang) at Hanoi Law University.
The Ministry of Education and Training has just sent an urgent dispatch to Hanoi Law University requesting a report on the training and enrollment process for the postgraduate student - Venerable Thich Chan Quang.
According to the Ministry's document, there is currently much conflicting information about the enrollment, training and granting of a PhD degree to Mr. Vuong Tan Viet (aka Venerable Thich Chan Quang) at Hanoi Law University.
To have complete information, the Ministry of Education and Training requests that Hanoi Law University urgently report specifically on the process of enrollment and training for PhDs (including application submission, review, thesis defense...) and provide evidence for Mr. Vuong Tan Viet's application.
According to information from Hanoi Law University, Mr. Vuong Tan Viet (born in 1959), before applying for a PhD, he graduated from the University of Foreign Languages (now Hanoi University), majoring in English in 2001.
Regarding his studies at Hanoi Law University, in 2017, he was admitted to the 2nd Degree, Course 1, Law University level, part-time study form of Hanoi Law University (opened at Bach Viet College, Ho Chi Minh City).
In January 2019, he was recognized as a graduate and awarded a Bachelor of Laws degree - Second Degree - Part-time study according to Decision No. 140/QD-DHLHN dated January 15, 2019 of Hanoi Law University, ranked as Excellent.
In November 2019, he was admitted to the 25B PhD course (2019-2023 academic year) according to Decision 4567/QD-DHLHN dated November 26, 2019 of Hanoi Law University.
On December 26, 2019, Mr. Vuong Tan Viet was recognized as a PhD student under Decision 5114/QD-DHLHN of Hanoi Law University, majoring in Constitutional and Administrative Law.
On December 9, 2021, he successfully defended his doctoral thesis at Hanoi Law University.
On March 17, 2022, he was awarded a Doctorate of Law in Constitutional and Administrative Law under Decision No. 1141/QD-DHLHN of Hanoi Law University.
Hanoi Law University said that student Vuong Tan Viet is eligible to apply for the school's PhD training program, because he graduated with a Bachelor of Laws with honors.
Regarding the completion of additional knowledge for graduate students who do not have a Master's degree, from December 2019 to June 2021, graduate student Vuong Tan Viet has fully completed the Master's training program, including 43 credits of subjects in the major and major out of a total of 60 credits (exempted from thesis for 12 credits and foreign language for 5 credits according to the provisions of Circular 08/2017/TT-BGDDT).
The total training time of student Vuong Tan Viet from the time he was recognized as a doctoral student (December 2019) until the decision to recognize the degree and grant the doctoral degree (March 2022) was 2 years and 3 months.
According to Hanoi Law University, this total training time meets and complies with the Doctoral Training Regulations in Circular 08/2017/TT-BGDDT of the Ministry of Education and Training and Decision 261/QD-DHLHN of Hanoi Law University./.
On June 19, the Vietnam Buddhist Sangha announced disciplinary action against Venerable Thich Chan Quang, abbot of Thien Ton Phat Quang, Tan Hai commune, Phu My town, Ba Ria - Vung Tau province.
