Previously, Ms. Dang Thi Nga's family was a poor household in Cay Thi village, Dao Vien commune, Yen Son district (Tuyen Quang). In early 2020, her family received a loan of 50 million VND from the Social Policy Bank (SPB) of Yen Son district from the Poor Household Loan Program to invest in buying 2 breeding buffaloes and taking care of 2 hectares of acacia forest of her family. At the end of 2023, her family's acacia forest was exploited.
From selling planted forest wood and 2 buffalo calves, her family earned 160 million VND. Thanks to that, they have escaped poverty. Not stopping there, in March 2024, Ms. Nga boldly borrowed an additional 100 million VND from the program for newly escaped poverty households to plant 2 hectares of forest and provide transportation services. Currently, Ms. Nga's family is raising 3 buffaloes and planting and caring for 10 hectares of acacia forest, while maintaining 1 car to operate transportation services. Up to now, Ms. Nga's family has built a spacious house, gradually becoming a well-off household in the locality.
Or like the family of Ms. Mua Thi De, a Mong ethnic, in Lang Un village, there are nearly 3 hectares of V2 oranges grown on low hills quite effectively. In 2023, the first harvest was nearly 100 million VND. Ms. De said: “Thanks to the 100 million VND loan from the Yen Son District Social Policy Bank to buy seedlings for initial investment, my family has this V2 orange hill. Capital is really necessary for people starting to do business like me. Without preferential capital, it would be very difficult for our people to borrow from outside! Borrowing from the State's policy capital is both safe and has preferential interest rates, so people can feel secure in developing the economy. We, the people, hope to have more preferential capital sources to develop the economy effectively”. Ms. De's Vinh orange garden is growing well, promising to earn about 200 million VND in the 2024 orange season.
Mr. Ma Ngoc Tran, Party Secretary, Chairman of Kien Thiet Commune People's Committee, Yen Son District, said: Kien Thiet is a particularly difficult commune of Yen Son District with over 80% of ethnic minorities. In recent years, thanks to State investment capital, policy credit capital, and the efforts of the Party Committee and the government, people have gradually risen up and effectively reduced poverty.
Every year, the Commune People's Committee has directed villages and hamlets to review poor and near-poor households and grasp the needs of each household, in order to develop specific support plans and solutions. Mr. Ma Ngoc Tran, Party Secretary and Chairman of Kien Thiet Commune People's Committee, said that in order to ensure that poor and near-poor households have access to and benefit from programs and projects and use preferential loans for the right purposes, organizations and unions are responsible for monitoring and guiding people and members to develop the economy and effectively use loans. In addition, training courses on science and technology transfer on cultivation and animal husbandry are regularly organized to help people gain knowledge and skills to choose suitable production models. The commune government creates conditions and supports local workers to find stable jobs... Thanks to that, in 2023, the poverty rate of the commune will decrease to 44.9%.
“The implementation of poverty reduction policies has opened up opportunities for poor households to have capital for production and stable jobs, to increase income, improve living conditions and gradually escape poverty sustainably,” added Mr. Ma Ngoc Tran, Party Secretary and Chairman of Kien Thiet Commune People's Committee.
Ms. Ngo Thi Thuy Xuyen, Deputy Director of the Yen Son District Social Policy Bank Transaction Office, said: Currently, the District Social Policy Bank and socio-political organizations are managing 453 savings and loan groups in all 335 villages and hamlets; organizing transactions at 28/28 transaction points in communes and towns. From the loan capital, people's lives are increasingly improved. Through policy credit capital, from 2015 to now, it has helped nearly 19,800 poor and near-poor households escape poverty and policy beneficiaries to borrow capital to develop production; 150 students with difficult circumstances have borrowed capital to study; nearly 2,400 workers have been given new jobs, 20 workers have been sent to work abroad for a limited period; over 10,300 clean water and environmental sanitation works have been built; nearly 720 houses for poor households have been built and repaired...
Mr. Le Quang Toan, Vice Chairman of Yen Son District People's Committee, said that in the past time, Yen Son district has focused on directing the implementation of 03 national target programs: New rural construction; socio-economic development of ethnic minority and mountainous areas; sustainable poverty reduction. Accordingly, infrastructure serving people's lives has been invested synchronously, meeting people's needs; economic structure has developed in the right direction; tourism, trade and services have developed; people's lives have been improved. The rate of poor households according to the multidimensional poverty standard, period 2022-2025 decreased by an average of 3-4%/year, specifically: The rate of poor households at the end of 2022 is 20.17% with 8,186 households By the end of 2023, the District will have 6,127 households (accounting for 15.04%), a decrease of 2,059 households, a decrease of 5.13%; in 2024, the District plans to reduce 1,501 poor households, the rate will decrease to 11.31%.
The Resolution of the District Party Congress sets a target for 2025: Striving to reduce the poverty rate by an average of 2.8% per year. To achieve the above target, the District assigns detailed poverty reduction plan targets to each commune and town, reviews the need for support and assistance, so that poor households can escape poverty sustainably, such as: Borrowing capital to develop production, supporting livestock, agricultural machinery, training on techniques, production methods... to create the best livelihood for people to escape poverty. At the same time, mobilize resources and capital to invest in transport infrastructure, irrigation canals, health care, education, essential cultural institutions... to create favorable conditions for people to develop the economy, improve the quality of life. Promoting the achieved results, Yen Son district strives to reduce the multidimensional poverty rate by an average of 3.7% per year by the end of 2024. This is a very difficult task in the context of many economic fluctuations. To realize this goal, the district continues to enhance the leadership and direction of the Party Committee, the management and administration of the government; promote the role of the Fatherland Front and socio-political organizations from the district to the grassroots level; synchronously deploy solutions, create the best conditions for people to increase production and develop the economy; complete infrastructure in difficult communes, villages and hamlets; effectively implement policies to support poor and near-poor households...
