President Vo Van Thuong's attendance at the Belt and Road Initiative International Cooperation Summit will contribute Vietnam's voice in promoting peace, economic integration and regional connectivity.
President Vo Van Thuong will attend the 3rd Belt and Road Forum (BRF) in Beijing, China from October 17-20 at the invitation of General Secretary and President of China Xi Jinping.
The “Belt and Road Initiative” (BRI) was first mentioned by Chinese President Xi Jinping during his visit to Central Asia (September 2013) and Southeast Asia (October 2013).
In terms of geographical scope, the “Belt and Road” initiative stretches from Asia to Europe and may extend to Africa and Latin America. The two main components are the Silk Road Economic Belt (on land) and the 21st Century Maritime Silk Road.

China proposed five major areas of cooperation within the framework of the initiative.
Regarding policy connectivity , strengthen cooperation between governments, actively build a multi-level intergovernmental exchange mechanism so that parties can understand each other's major policies, promote mutual political trust, and reach a new consensus on cooperation.
Regarding infrastructure connectivity , promote the construction of international backbone transport routes connecting sub-regions within Asia and between Asia, Europe and Africa.
Regarding trade and investment connectivity , cooperation will promote customs clearance, remove investment barriers, accelerate negotiations on investment protection agreements and avoid double taxation; strengthen cooperation in protecting the ecological environment, biodiversity, and responding to climate change.
Regarding financial-monetary connectivity , promoting the construction of a stable monetary system, capital investment system and credit system in Asia; expanding currency swaps, the scope and scale of bilateral payments; enhancing the opening and development of Asian stock markets...
On connecting people , expanding cooperation, cultural, academic, press, youth and volunteer exchanges, creating a solid foundation for bilateral and multilateral cooperation.
On November 12, 2017, on the occasion of Chinese President Xi Jinping's visit to Vietnam and his attendance at the APEC Summit Week, Vietnam and China signed a Memorandum of Understanding between the two governments on promoting connectivity between the "Two Corridors, One Belt" framework and the "Belt and Road" initiative. The two sides are continuing to discuss the contents to concretize this Memorandum of Understanding.
Vietnamese senior leaders have attended the forum twice in May 2017 and April 2019. Next week, President Vo Van Thuong will lead a high-ranking Vietnamese delegation to attend the forum.

This is Mr. Vo Van Thuong 's first trip to China as President, continuing the regular exchanges and contacts between senior leaders of the two Parties and two countries in recent times.
2023 is the 15th anniversary of the Vietnam-China Comprehensive Strategic Partnership and the 10th anniversary of the formation and development of the BRI, so the working trip of President Vo Van Thuong is of great significance.
Speaking about this, Vietnamese Ambassador to China Pham Sao Mai said that the working trip demonstrated the high regard and top priority of our Party and State in developing relations with China, as well as the welcome and appreciation for connectivity initiatives, including the BRI, for the goal of peace, stability and prosperity in the region and the world.
This is an opportunity for senior leaders of the two countries to continue to discuss in depth measures to concretize high-level common perceptions, especially after the historic official visit to China by General Secretary Nguyen Phu Trong (in 2022).
Ambassador Pham Sao Mai said that with the theme "High-quality Belt and Road Cooperation, Joining Hands for Common Development and Prosperity", the forum will focus on discussing and summarizing the achievements of BRI over the past 10 years, exchanging prospects and directions for future cooperation.
The forum includes three high-level sessions with key contents on “Digital Economy as a New Driver of Growth”, “Connectivity in an Open Global Economy”, “Green Silk Road for Harmony with Nature” and six other forums on trade connectivity, people-to-people exchanges, clean silk road, local cooperation, cooperation between research institutions and maritime cooperation. A CEO conference will also be held at this forum.
Chinese President Xi Jinping will attend the forum's opening ceremony and deliver a keynote speech.
President Vo Van Thuong will deliver speeches at the high-level forum, attended by leaders of many countries and delegates, business communities from about 140 countries and international organizations.
Ambassador Pham Sao Mai shared that this will be Vietnam's contribution to promoting peace, cooperation, economic integration and regional connectivity, deepening relations with countries around the world, contributing to promoting regional and global economic growth, and effectively implementing the United Nations' 2030 Sustainable Development Goals.
