The Ministry of Industry and Trade has just issued Document No. 4294/BCT-ATMT to the Department of Industry and Trade of provinces and centrally run cities and Vietnam Electricity Group to direct the strengthening of inspection and guidance on safe use of electricity.
The document stated that recently, in Hanoi in particular and the whole country in general, there have been serious and heartbreaking fires, causing loss of life and property of many people, affecting the security and order situation of the locality.
Implementing the direction of the Government and the Prime Minister, the Ministry of Industry and Trade has issued many documents directing units to strengthen electrical safety. However, the situation of using electricity in daily life and services is still complicated, with potential risks of unsafety, electrical short circuits that can lead to fire and explosion incidents.
Pursuant to Official Dispatch No. 59/CD-TTg dated June 17, 2024 of the Prime Minister, in order to continue to strengthen the work of ensuring safety in the use of electricity, contributing to limiting fires and explosions caused by electricity, the Ministry of Industry and Trade requests the Departments of Industry and Trade of provinces and centrally run cities and Vietnam Electricity Group to focus on implementing the contents.
In particular, the Ministry of Industry and Trade requires the Department of Industry and Trade to advise and propose to the Provincial People's Committee to direct the District and Commune People's Committees and specialized agencies and local electricity units to assign staff to "go to every alley, knock on every door" to inspect and guide people to manage and use electricity safely, and overcome the situation of improper use of electricity, not according to the manufacturer's requirements.
The inspection work needs to consider the level of compliance with the legal regulations on electrical safety under the responsibility of electricity customers according to the law to promptly correct and request people to correct defects and potential risks of electrical safety.
Resolutely handle violations of electrical safety regulations at business establishments, households, and houses combining production and business, especially in areas with high population density, high-rise apartment buildings, mini apartments, boarding houses, and business and service stores.
Departments need to coordinate with local levels, sectors and electricity units to strengthen propaganda, dissemination and guidance for people to use electricity safely and clearly understand their responsibilities in ensuring electrical safety.
Direct and guide specialized agencies under the People's Committees at the district level and local electricity units to carry out electricity usage inspections in accordance with the provisions of Circular 42/2022/TT-BCT dated December 30, 2022 of the Ministry of Industry and Trade regulating the inspection of electricity activities and electricity usage, and resolving disputes over electricity purchase and sale contracts.
The Ministry of Industry and Trade requested Vietnam Electricity Group to direct power corporations and power units in localities to mobilize maximum resources to coordinate with local functional management agencies to "go to every alley, knock on every door" to inspect and guide people to manage and use electricity safely, and overcome the situation of improper use of electricity, not according to the manufacturer's requirements.
Within the scope of their functions and tasks, local electricity units shall strengthen direction and maximize the role of electricity inspectors in checking customers' electricity usage in accordance with regulations.
Vietnam Electricity Group also needs to proactively coordinate with media agencies and relevant organizations and individuals to strengthen communication, propaganda and dissemination activities to people, business households and enterprises on measures and skills to use electricity safely, minimizing the risks of fire and explosion caused by electricity use.
The Ministry of Industry and Trade requests the Departments of Industry and Trade of provinces and cities and Vietnam Electricity Group to urgently implement the above contents and report to the Ministry of Industry and Trade through the Department of Industrial Safety Techniques and Environment before July 15, 2024.
