Late in the morning of March 26, Nguoi Dua Tin was present at the Vietnam Petrochemical and Fiber Joint Stock Company (PVTEX) under the Vietnam Oil and Gas Group in Dinh Vu Industrial Park in Hai An District, Hai Phong City, and saw a deserted scene. A security guard from a neighboring unit said that in recent years, he had only seen cars coming in and out occasionally.
The social housing project for PXTEX staff and workers, about 4 km away in Dong Hai 2 ward, Hai An district, Hai Phong city, is in the same situation.

PVTEX was established on the basis of an investment cooperation agreement on the construction of Dinh Vu Polyester Fiber Factory between the Vietnam Oil and Gas Group and the Vietnam Textile and Garment Group.
Based on the need for accommodation for staff and workers when the factory comes into operation, on August 12, 2009, the Board of Directors of PVTEX issued a resolution approving the investment policy to build a housing area for PVTEX staff and workers. The project has a total investment of nearly 320 billion VND, of which phase 1 is more than 100 billion VND.
The project's capital is sourced from PVTEX and a loan from the Vietnam Oil and Gas Group. PVTEX has assigned the contractor to Kinh Bac Petroleum Investment and Construction Joint Stock Company. The project is located on a land area of nearly 8 hectares and was started in 2010.
In 2017, the Ministry of Public Security's Investigation Police Agency issued Decision No. 32/C46 to prosecute the criminal case of "Intentionally violating state regulations on economic management causing serious consequences" under Article 165 of the Penal Code occurring at PVTex and Kinh Bac Petroleum Investment and Construction Joint Stock Company (PVC.KBC) and related units.
After that, a series of PVTEX leaders were prosecuted by the Supreme People's Procuracy for the crime of "Intentionally violating State regulations on economic management causing serious consequences" according to Clause 3, Article 165 of the Penal Code for violations related to the signing of the resolution approving the investment policy and construction of this project.

According to the indictment of the Supreme People's Procuracy, during the implementation of the Housing Project for PVTEX officials and workers, defendant Tran Trung Chi Hieu - Former Chairman of the Board of Directors of PVTEX Company and defendant Vu Dinh Duy - Former General Director of PVTEX, decided to select and sign a contract with an incompetent and inexperienced contractor; arbitrarily changed the design and organized construction and installation contrary to the documents when preparing, approving, designing the project's basic design and approval by the People's Committee of Hai Phong City.
In the advance payment and use of advance payment, the subjects intentionally violated the provisions of Clause 6, Article 17, Decree 48/ND-CP of the Government on construction contracts, resulting in losses to the State of more than 19 billion VND.
Five years before the Ministry of Public Security's Investigation Police Agency initiated the case, in 2012, the PVTEX staff and worker housing project was suspended while implementing phase 1 and has been "shelved" ever since.
After more than 12 years, the four-storey building, which was basically completed, has now deteriorated, with moss and mold covering the white paint. Weeds are growing all around. Many auxiliary facilities, including the garage, power station, etc., are also in a state of disrepair.
Currently, PVTEX hires a security unit to look after the project. This unit assigns 4 security guards to watch over the project day and night to prevent strangers from entering or leaving.

Currently, Hai Phong City is calling for and encouraging investment in social housing projects to complete the target assigned by the Prime Minister according to the Project to invest in building at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021 - 2030 (33,500 apartments).
Faced with the reality of the abandoned, shabby, and wasteful housing project for PVTEX officials and workers, many Hai Phong residents could not help but feel sorry. They expressed their hope that PVTEX would soon complete the project or transfer it to another unit to complete it to meet the social housing needs of workers in Dinh Vu Industrial Park .
