Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung said that in recent years, more than 1.7 million houses have been newly built and repaired for the poor and those in difficult circumstances. Up to now, through inspection, the whole country still has about 400 thousand temporary houses, dilapidated houses, not ensuring "3 solid" or lacking in quality.

Implementing the movement launched by the Prime Minister, we are currently in a 450-day and night peak campaign to eliminate temporary and dilapidated houses in 2025, with the goal of completing all three major tasks: (i) Supporting housing for people with meritorious services facing housing difficulties (about 200,000 houses remaining) using the state budget; (ii) Supporting housing for the poor and ethnic minorities according to national target programs (about 88,000 houses remaining); (iii) eliminating temporary and dilapidated houses for people outside the above two support groups (including 153,881 temporary and dilapidated houses of poor and near-poor households with a minimum budget of about 6,500 billion VND).

To complete this work, the Ministry of Labor, War Invalids and Social Affairs proposes new methods and approaches, thereby promoting the spirit of self-reliance of localities, dividing localities into 4 groups, the economically developed group will take responsibility; the disadvantaged and poor groups will have mechanisms to mobilize resources and provide appropriate support.

At the same time, propose competent authorities to allow the use of 5% savings in regular expenditures in 2024 of local and central budgets together with socialized resources to implement in a way that both assigns and assigns support targets by address so that localities have conditions to support other localities; mobilize and assign ministries, agencies, banks, and enterprises to directly support disadvantaged and poor localities.

Along with that, mobilizing the joint efforts, consensus, and participation of the entire political system, business community, and people, spreading widely throughout society and the community.

According to the Minister, eliminating temporary and dilapidated houses is one of the breakthrough and revolutionary tasks, a major policy, of special importance and profound humanity in the spirit of Resolution No. 42 of the Central Committee, striving for Vietnam to become a pioneer country in the United Nations' social policy and decent and sustainable employment. This is a historic and important time to implement this program, a strong mark of the superiority of socialism, demonstrating the sense of compatriotism and the noble humanity of the Vietnamese people.
