Previously, Chi Trung had failed to receive this title twice. In 2015, Meritorious Artist Chi Trung failed to receive the People's Artist title right from the Ministerial Council. After the results were announced, he expressed confusion about the selection criteria.
"Is it true that the criteria for selecting the title of People's Artist are quite vague, complicated and unfair? Because in reality, there are people who have not won any gold medals but still achieved this title. There are many artists who have been awarded the title but the public does not know who they are," Chi Trung once shared.

In 2018, Chi Trung was again absent from the list of People's Artists. At that time, he was the acting Director of the Youth Theater, a unit under the Ministry of Culture, Sports and Tourism, so the consideration for the title had to be proposed by the Theater to the Ministerial Council. However, the competent authority did not receive Chi Trung's application.
Also in the 10th review, Meritorious Artist Quang Teo failed to receive the People's Artist title due to a lack of one vote. He said that any artist working in the arts field wishes to achieve the highest title of People's Artist, which is a milestone to strive for.
"I said I met the criteria to be considered for the title of People's Artist, but there will be many people who are more qualified than me. They were awarded the title first, but I... haven't been awarded it yet. I'll leave it for later," he said.
In addition, artist Do Ky was denied the title of People's Artist due to a complaint. He has sent a petition to the authorities to clarify his concerns. The latest development is that the Central Propaganda Department has received his petition and forwarded it to the Ministry of Culture, Sports and Tourism to resolve the matter.
In the 10 times of reviewing the titles of Meritorious Artist and People's Artist, there were artists who caused controversy because they were considered for the title when they were too young, their names were not prominent, "became People's Artist but no one knew who they were". There were also artists who "struggled" for many years with all the rigid procedures, the number of medals, and their profiles were "rejected" due to lack of votes.
Sharing with Dan Tri reporter, Associate Professor, Dr. Bui Hoai Son - Standing Member of the National Assembly's Committee on Culture and Education said that the title of Meritorious Artist and People's Artist is very prestigious for artists, showing the State's honor for the artists' contributions to the revolutionary cultural and artistic cause, and is also the pride of each artist.
"However, after 10 seasons of awarding, despite many amendments in legal documents related to emulation and rewards, we see that many problems are still occurring, causing the awarding of the titles of Meritorious Artist and People's Artist to not meet the expectations of the Party, the State as well as the people and especially the artists.
Some artists are widely known but not awarded. Some artists who are awarded have not received much approval. The mechanism of asking for and giving in reviewing applications. Virtual achievements from competitions are mainly used to award medals for considering titles.

Mr. Son cited the words of former Minister of Culture and Information (now Ministry of Culture, Sports and Tourism) Pham Quang Nghi written in his memoir Looking for a star.
The book says: "Through the evaluation and awarding of prizes, there are always noises, comparisons, and questions among the artists? One thing is certain, the evaluation, even with the councils at all levels, the results are never objective, timely, and correct." Or: "I always feel sad and guilty every time I receive petitions, complaints, and denunciations about this and that after each awarding ceremony."

When the reporter asked: According to the current criteria for reviewing Meritorious Artists and People's Artists, in addition to artists having medals and seniority, they are still eliminated from the review process simply because... they do not have 80% of the votes. Associate Professor, Dr. Bui Hoai Son said that in fact, many competitions and title reviews are subjective, not just the awarding of the titles of People's Artist and Meritorious Artist.
Mr. Son shared that as a human being, it is understandable that emotions interfere with work. The important thing is to create conditions for fairness and justice to be expressed at the highest level. To do so, the regulations must be really clear, avoiding the situation of understanding two different meanings.
"In addition, the selection of reviewers must also reflect those principles. I used to be an insider, participating in a number of title awarding councils, so I think the Ministry of Culture, Sports and Tourism has a lot of experience in this matter. Problematic files are always discussed thoroughly to achieve high consensus in the council.
But it is true that we still have unclear regulations, and there are even issues that are not shown in the document, affecting the decisions of voters and the results of the awarding of titles," Mr. Son said about the shortcomings in the approval of the titles of Meritorious Artist and People's Artist.
A People's Artist who used to sit on the State Review Council said that the evaluation of artists' talents is qualitative (medals, seniority). Meanwhile, the feelings of the review council members towards each artist are also very important.
According to this People's Artist, the influence of artists on the public, how famous they are... cannot be evaluated by numbers but by the opinions of the members of the Review Board.
"The Review Council has experts in each field. The Council has 15 members, 2/3 of whom are experts, and only 1/3 are hard members in state management units directly related to the fields. I think this ratio is reasonable.
A nomination file will have to go through more than 40 members of the Selection Council at many levels. Because of this strictness, it is difficult to "run" the application" - this artist frankly said.
Regarding the suggestion of whether it is necessary to add the criterion of "image spread" for artists to be considered for the title, Associate Professor, Dr. Bui Hoai Son said that the title of People's Artist and Meritorious Artist is for the artist's contributions in the field of performing arts, to revolutionary culture and art. Thus, not all famous artists, widely known to the public, are of course Meritorious Artists and People's Artists.
However, he also agreed that artists are public figures and must be known to the public through their works and artistic talents. Works that contribute to the revolutionary cultural and artistic cause also need to reach the public.
"I think, although the process of awarding the titles of People's Artist and Meritorious Artist has gone through many rounds, with many evaluation steps, adding a criterion for public recognition and evaluation of artists is also an interesting idea that can be referenced and applied," he expressed his opinion.
A cultural research expert also shared: "The title of Meritorious Artist and People's Artist is a noble title that anyone working in the arts wants to receive. Artists hope that applications will be reviewed fairly and transparently. There is no such thing as "leveling", those who are good will be honored, those who are not good will have to continue to strive."
