When completed, the freshwater regulation system will serve shrimp farming in the dry season for about 13,000 hectares in Bac Lieu City and Hoa Binh District; 5,000 hectares of rice-shrimp farming along the Ca Mau - Bac Lieu canal. The project will also provide freshwater for 43,000 hectares of aquaculture in the southern area of Highway 1; and protect infrastructure for urban areas along Highway 1 such as Bac Lieu City, Gia Rai Town, and Hoa Binh Town.

Chairman of Bac Lieu Provincial People's Committee Pham Van Thieu said that the current irrigation system is outdated, making it difficult to get water for shrimp farming. The above project will block the Ca Mau canal, store fresh water in the Bac Lieu - Ca Mau canal by taking fresh water from Hau River from Phung Hiep to serve the province's aquaculture. The province will implement the project in the 2021-2025 and 2026-2030 periods.

Bac Lieu is one of three localities with the largest shrimp farming area and output in the country, reaching over 140,000 hectares. Recently, the government has proposed many solutions to turn the province into the center of the shrimp industry in the West.
