The 4th Congress of Ethnic Minorities of Thanh Hoa Province in 2024 is scheduled to take place on November 20-21 in Thanh Hoa City. With the theme: "Ethnic groups of Thanh Hoa Province unite, innovate, promote advantages, potentials, integrate and develop sustainably", the congress is of great significance to continue affirming the attention of the Party and State to ethnic minority and mountainous areas (EM&MN); recognizing the great contributions of EM people in the work of hunger eradication and poverty reduction, new rural construction, infrastructure development, and implementation of ethnic policies. Honoring, praising and rewarding outstanding collectives and individuals among EM people in the cause of building, integrating, developing and protecting the country in the period of 2019 - 2024; Practically welcome the Party Congresses at all levels for the 2025 - 2030 term. Evaluate achievements and results of ethnic work, ethnic policies, infrastructure development, poverty reduction, and new rural construction in the 2019 - 2024 period and directions and tasks for the 2024 - 2029 period.

The mountainous ethnic minority region of Thanh Hoa province, with its rich potential of land, labor and resources, has always had an important strategic position in terms of politics, economy, culture - society, national defense - security (QP-AN) of the whole province and the whole country. This is the gateway to the Central region opening up to the vast Northern Delta, connecting with the mountainous and forested areas of the Northwestern provinces of the Fatherland, and is the area adjacent to the Lao PDR with a length of 213.6km of border along the territory of 16 communes and border towns in 5 districts: Muong Lat, Quan Son, Quan Hoa, Lang Chanh and Thuong Xuan.
Promoting the potential and advantages of mountainous areas
The ethnic minority and mountainous areas of Thanh Hoa province currently have a total natural area of nearly 8,000 km2, accounting for over 71% of the province's natural area, including 11 mountainous districts and 6 districts and towns with mountainous communes and villages, with 174 communes and towns/1,548 villages, hamlets and neighborhoods. The whole region has 7 main ethnic groups living together: Muong, Kinh, Thai, Mong, Tho, Dao, Kho Mu, with a total population of about 992,692 people (of which ethnic minorities are about 701,039 people, accounting for more than 18% of the province's population and more than 70% of the population of the whole mountainous area). The living areas of ethnic minorities have many resources and minerals; the climatic conditions are favorable for comprehensive agricultural development, focusing on forestry, animal husbandry, industrial crop cultivation and medicinal plants. Along the border, there are Na Meo International Border Gate, Ten Tan National Border Gate and Kheo Border Gate, which are favorable conditions for exchange and socio-economic development. Each ethnic group has its own cultural identity, enriching the culture of the Vietnamese ethnic community in general and Thanh Hoa in particular.
In recent years, although the ethnic minority and mountainous areas have faced many difficulties and challenges, with the timely and close leadership of the Provincial Party Committee, the drastic and flexible direction of the Provincial People's Committee, the Chairman of the Provincial People's Committee; the efforts of all levels, sectors and ethnic minorities in the region, the socio-economic situation, national defense and security in the ethnic minority and mountainous areas have continued to change positively. The material and spiritual life of ethnic minorities has been stable and gradually improved. Party committees and authorities at all levels have focused on leading and directing the implementation of production plans in the direction of restructuring and converting the structure of crops and livestock towards large-scale concentration such as: Promoting the development of key crops (animal feed plants, medicinal plants, fruit trees, etc.), applying scientific and technical advances, introducing high-yield and high-quality rice varieties into production, contributing to ensuring local food security in 11 mountainous districts. Developing livestock farming in the form of large-scale, high-tech farms and ranches, and developing forestry in a sustainable direction. Mountainous districts such as Thach Thanh, Nhu Thanh, Ngoc Lac, Thuong Xuan... have focused on attracting businesses to invest in industrial garment factories to create jobs and increase income for the people. Basic service and trade sectors meet the production, consumption and living needs of the people.
Up to now, 100% of communes and villages in the ethnic minority and mountainous areas have access to the national grid. The work of building new rural areas has received attention from leaders and has achieved some results. By early October 2024, 73/163 communes in the 11 mountainous districts of the province had met the new rural standards, and it is expected that by 2025, 109/163 communes will meet the new rural standards. Thanh Hoa strives to have 17 or more districts, towns and cities, 88% of the province's communes, and 65% of mountainous villages and hamlets meeting the new rural standards by 2025. Attention has been paid to the development of OCOP products from agricultural, non-agricultural and service products with advantages of each locality according to the value chain.
The socio-cultural situation in mountainous areas continues to progress; social security is guaranteed, and people's lives are stable. Attention is paid to the preservation, maintenance and promotion of traditional cultural values of ethnic groups. Many unique and typical traditional festivals of ethnic minorities have been restored and preserved, such as: Muong Ca Da Festival (Quan Hoa), Muong Xia Festival (Quan Son), Cam Muong Festival, Muong Kho Festival (Ba Thuoc), Nang Han Festival (Thuong Xuan), Dinh Thi Festival (Nhu Xuan), Cha Mun Festival (Lang Chanh), Khai Ha Festival (Cam Thuy, Nhu Xuan), Ban Bu Festival (Ngoc Lac), Cua Dat Festival (Thuong Xuan), Kin Chieng Booc May Festival, Set Booc May Festival, Phu Na Festival (Nhu Thanh), Pho Cat Temple Festival (Thach Thanh)... Many cultural, artistic, physical education, sports, and entertainment activities have been implemented, contributing to enriching the cultural life of ethnic minorities, pushing back and gradually eliminating bad customs, and building a healthy cultural life in the community.
Building strong ethnic minority and mountainous regions
Along with promoting the potential, strengths, and internal resources of ethnic minorities and mountainous areas, programs and policies for ethnic minorities and mountainous areas have been paid attention to and implemented by the Party, State, Party committees, and authorities at all levels. The focus is on 3 national target programs (NTP); socio-economic development program for mountainous areas of Thanh Hoa province... contributing to promoting socio-economic development in mountainous areas. It can be affirmed that after 5 years of implementing the Resolution of the Party Congresses at all levels; The Resolution of the 3rd Congress of Ethnic Minorities in Thanh Hoa Province (2019-2024), Party members, cadres, civil servants, public employees and ethnic minority people of the province have promoted the tradition of solidarity, strived, promoted internal strength, sought support from the State, effectively implemented programs, projects and ethnic policies of the Central and the province, thereby creating new momentum, effectively exploiting the potential strengths of the locality and achieving important achievements.
The socio-economic situation in the ethnic minority and mountainous areas has developed; the average growth rate in the period of 2021 - 2023 reached 6%/year, the material and spiritual life of ethnic minorities in the region has been significantly improved; the socio-economic infrastructure system has been invested in, strengthened and upgraded. Housing, residential land, production land, domestic water, and employment for workers have been given attention; education, culture, and health care for the people have had positive changes. Social security policies have been fully and promptly implemented; the grassroots political system has been increasingly consolidated and operated effectively; the contingent of ethnic minority cadres has received attention for training and fostering; national defense and security, social order and safety in the region have been maintained. Up to now, the poverty rate in 11 mountainous districts has decreased to 11.04%; The poverty rate in the whole region has decreased to 14.75%. The region's average income per capita in 2023 will reach 39.605 million VND, estimated to reach 42.62 million VND/person/year in 2024. From emulation movements, many typical collectives and individuals have emerged in economic, cultural and social development, national security protection and new rural construction.
Promoting the results achieved in the period of 2019 - 2024, the period of 2024 - 2029, the ethnic people of Thanh Hoa province set the following common goals: Mobilizing and effectively using resources for comprehensive and sustainable development of ethnic minority and mountainous areas; exploiting and effectively promoting the potential and advantages in the region, making the most of external resources, promoting economic development, gradually narrowing the gap in living standards compared to the lowlands; gradually reducing the number of particularly difficult areas. Planning and stabilizing the population, building a synchronous and inter-regional socio-economic infrastructure system, connecting with developed regions inside and outside the province; significantly improving people's lives; comprehensively developing education, training, health care, culture, improving the quality of party members, cadres, civil servants, public employees, and workers. Eliminate backward customs while preserving and promoting the fine cultural identities of ethnic groups. Build a strong Party and political system at the grassroots level, maintain political security, social order and safety, ensure national defense and security, especially in national border areas; consolidate and strengthen the great solidarity of ethnic groups, enhance the trust of ethnic people in the Party and State.
The tasks and solutions set forth in the Thanh Hoa ethnic minority and mountainous area in the period 2024 - 2029 are:
Firstly, continue to propagate and mobilize ethnic minorities to actively participate with local authorities in effectively implementing the Resolution of the Party Congresses at all levels for the period 2025 - 2030; National Target Programs and ethnic policies being implemented in the area. Strengthen the dissemination and education of law, promote propaganda and mobilize ethnic minorities to effectively implement the Party's policies and the State's laws, not to migrate freely, not to illegally proselytize, to eliminate backward customs; maintain political security and social order and safety in ethnic minority and mountainous areas.
Second, continue to effectively implement national target programs, socio-economic development programs for the mountainous areas of Thanh Hoa for the period 2021 - 2025 and ethnic policies to mobilize all resources for investment in socio-economic development in the area in the direction of focused, key and widespread investment. Promote the attraction of resources from other regions and effective international funding sources for socio-economic development and sustainable poverty reduction. Effectively use support policies for crops, livestock, and model building policies; promote the application of scientific and technical advances, with priority given to the development of agricultural and forestry production; build and replicate effective models for people to learn and follow...
Third, continue to implement solutions to improve the quality of education in the mountainous areas of the province; diversify and rapidly develop training, fostering and vocational training. Continue to perfect the system of grassroots cultural and sports institutions; preserve, conserve and promote the fine traditional cultural values of ethnic minorities in association with the development of eco-tourism and community tourism in places with conditions.
Fourth, build a national defense posture and a people's security posture, promote local strength to be ready to crush all sabotage plots of hostile forces; strengthen the work of ensuring political security and social order and safety, and prevent the occurrence of "hot spots" of security and social order. Build a clean, strong Party and political system that operate effectively and efficiently.
Under the leadership and direction of the Provincial Party Committee, People's Council, and Provincial People's Committee, with the efforts of the Party Committee, authorities at all levels and sectors, we believe that the cadres and people of ethnic minorities in Thanh Hoa province will continue to promote the tradition of solidarity and patriotism, overcome all difficulties and challenges, constantly strive to develop, rise up, and stand side by side with the people of the whole province to effectively implement the goals stated in Resolution No. 58-NQ/TW, dated August 5, 2020 of the Politburo on building and developing Thanh Hoa province to 2030, with a vision to 2045; promote industrialization and modernization for the goal of a rich people, a strong country, a democratic, equitable and civilized society, and build Thanh Hoa province to soon become a "Model Province" as Uncle Ho always wished.
