Building a comprehensive, modern and strong diplomacy

Today, December 19, the Ministry of Foreign Affairs organized the 32nd Diplomatic Conference with the theme "Promoting the pioneering role, building a comprehensive, modern, and strong diplomacy, successfully implementing the Resolution of the 13th National Party Congress". General Secretary Nguyen Phu Trong attended and delivered a speech at the conference. Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Le Quang Tung; Vice Chairman of the Provincial People's Committee Hoang Nam attended the conference at the Quang Tri province bridge.

Opening the conference, Foreign Minister Bui Thanh Son assessed that looking back since the 13th National Party Congress and the National Foreign Affairs Conference, the world and regional situation has undergone major changes. In addition to opportunities and advantages, there have been many new developments that are more complicated than predicted, and many new difficulties and challenges have emerged and become more severe.

In that context, foreign affairs and diplomacy have closely followed the foreign policy of the 13th National Party Congress, the directions of the Politburo, the Secretariat and the Party and State leaders, especially the directions of the General Secretary at the National Foreign Affairs Conference, while strongly promoting the identity of "Vietnam's bamboo diplomacy".

Foreign affairs activities are vibrant and continuous and are a highlight in the country's overall achievements.

Since the National Foreign Affairs Conference, the diplomatic sector and other sectors and levels have successfully organized 45 visits by key leaders to neighboring countries, important partners, traditional friends and nearly 50 visits by leaders of other countries to Vietnam.

Among them, there were historic visits such as the visit to China by General Secretary Nguyen Phu Trong, the visits to Vietnam by General Secretary and President of China Xi Jinping and US President Joe Biden..., which created a new qualitative development in the foreign affairs and international integration situation of our country. Along with that, the framework of relations with many important partners was raised to a new level, political trust with many countries was firmly consolidated, and cooperation was increasingly expanded, substantive and effective.

The achievements of foreign affairs and diplomacy have contributed to the great and historical common achievement that "our country has never had such a foundation, potential, position and international prestige as today"; affirming that foreign affairs and diplomacy are imbued with the identity of "Vietnamese bamboo", peaceful, humane but resilient, meeting the requirements of national development and protection of the Fatherland in the new situation.

The 32nd Diplomatic Conference focused on discussing, assessing and forecasting the international situation, thereby correctly identifying the impacts, opportunities and challenges for our country in the new situation; comprehensively assessing the results and achievements in foreign affairs and diplomacy since the beginning of the 13th tenure, drawing lessons, setting out key tasks for the coming time; orienting tasks and solutions on building and developing a strong, comprehensive and modern diplomacy, making worthy contributions to the successful implementation of the Resolution of the 13th National Party Congress.

Speaking at the conference, General Secretary Nguyen Phu Trong affirmed that in the past 40 years of renovation, our Party has inherited and promoted the national identity, origin and tradition, selectively absorbed the world's quintessence and progressive ideas of the times, developed on the theoretical foundation of Marxism-Leninism and Ho Chi Minh's thought, forming a very special and unique school of foreign affairs and diplomacy, imbued with the identity of the "Vietnamese bamboo tree": solid roots, strong trunk, flexible branches, imbued with the soul, character and spirit of the Vietnamese people.

Praising the six outstanding results of the country's diplomacy and foreign affairs sector since the 13th National Party Congress and the 2021 National Foreign Affairs Conference, contributing to affirming that "never before has our country had such a foundation, potential, prestige and international position as today", General Secretary Nguyen Phu Trong also pointed out that we absolutely must not be subjective or complacent with the results and achievements that have been achieved, because there are still many difficulties and challenges to overcome and a lot of work to do.

Accordingly, General Secretary Nguyen Phu Trong requested that in the coming time, the entire diplomatic and foreign affairs sector of the country must always pay attention to skillfully combining the strength of the nation with the strength of the times; harmoniously handling the relationship between national and ethnic interests and international obligations and responsibilities; strengthening the work of grasping the situation, analyzing, forecasting, promptly advising on adjusting and supplementing new trends and newly arising issues to concretize, build and seriously and well organize the implementation of specific programs and plans of each agency and unit in a synchronous, scientific, methodical and unified manner.

Always adhere to the principles of national independence and socialism; be flexible in mobile strategies, flexibly adjust according to each issue, each time and depending on the object or partner, adhere to the great thoughts of Uncle Ho: "Respond to all changes with the unchanging", "make more friends and reduce enemies", "be ready to be friends with all democratic countries and not create enmity with anyone".

Vietnam is always ready to be a friend, a reliable and responsible partner with all countries in the international community. We must always pay attention to building solidarity and consensus within the entire Party, the entire army and the entire people as Uncle Ho advised: "The cause is made by Unity".

The correct foreign policy, raising high the flag of justice and the effective implementation of specific policies have contributed to creating a high consensus of the entire political system, the solidarity of the entire nation and the sympathy and broad support of international friends to defend the country when it was not yet in danger.

General Secretary Nguyen Phu Trong also requested that the diplomatic and foreign affairs sectors nationwide do better in perfecting the organizational structure and building a team of foreign affairs cadres who are comprehensive in terms of courage, qualities, ethics and intelligence, modern in working methods and manners; professional in style and behavior; proficient in professional skills and foreign languages, and strive to fulfill assigned tasks well in accordance with the spirit that President Ho Chi Minh repeatedly advised: "Cadres are the root of all work"; "The success or failure of all things depends on good or bad cadres".
