President Ho Chi Minh's Six Teachings for the People's Public Security have become a sacred and valuable spiritual heritage of the People's Public Security force. The scientific and practical value of the Six Teachings of Uncle Ho is no longer just a guideline for ideological orientation, but has truly become a solid, complete, scientific and dialectical foundation in all aspects of public security work. It is the ethical standard, lifestyle, goal of striving, training, motto and working methods of generations of public security officers and soldiers; it is the origin, motivation and source of strength for the People's Public Security force to overcome all difficulties and challenges, and excellently complete the tasks entrusted to them by the Party, State and people.

During his lifetime, President Ho Chi Minh always paid special attention to building the People's Public Security force in all aspects. He left the People's Public Security force many instructions of profound theoretical and practical value, serving as the foundation for building a People's Public Security force that is absolutely loyal to the Fatherland, the Party, the State and the people; forgetting oneself for the country, serving the people; being the core force in the cause of protecting security and order... On March 11, 1948, Uncle Ho sent a letter to comrade Hoang Mai, Director of the XIIth Zone Police, to give very specific comments on how to do journalism and to instruct our Public Security force to be the People's Public Security, serving the people and relying on the people to work; each Public Security officer and soldier must constantly practice ethics. He clearly pointed out the qualities of a revolutionary Public Security officer, which are: Towards oneself, one must be diligent, frugal, honest and upright. Towards colleagues, one must be friendly and helpful. To the Government, one must be absolutely loyal. To the people, one must be respectful and polite. To work, one must be devoted. To the enemy, one must be resolute and clever.

Fully aware of the important meaning of Uncle Ho's Six Teachings to the People's Public Security, the Party Committee - leadership of Binh Thuan Provincial Public Security always pay attention to directing, regularly innovating, thoroughly studying and creatively applying, this is the foundation, the goal, the direction of work, fighting and building a truly clean and strong force to meet the requirements and tasks of protecting national security, ensuring social order and safety in the new situation, successfully serving the task of socio-economic development in the locality. In recent years, Binh Thuan Provincial Public Security has closely linked the study and implementation of Uncle Ho's Six Teachings with the implementation of the Resolution of the 12th Central Committee, Session 4, on strengthening Party building and rectification; preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party; Directive No. 05-CT/TW dated May 15, 2016 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; Campaign "Building the style of People's Public Security officers with courage, humanity, serving the people" ; emulation movement "For national security" ...

Focus on thoroughly grasping and seriously and effectively implementing the Party's viewpoints and policies, the State's policies and laws, the resolutions and directives of the Central Public Security Party Committee, the Ministry of Public Security, the Provincial Party Committee and the People's Committee of Binh Thuan Province. Strengthen propaganda work among cadres, soldiers and the masses in many diverse and rich forms on the core content of the Six Teachings of Uncle Ho to the People's Public Security. Regularly pay attention to doing well the work of political and ideological education, traditional education , training, fostering revolutionary ideals and ethics , promoting the sense of responsibility , awareness of serving the people ; tightening discipline , order, working style and behavioral culture of cadres and soldiers .

Organize many thematic and political activities to celebrate major national and local holidays and the traditional day of the People's Public Security force. Improve the effectiveness of the team of reporters and social opinion collaborators in the Binh Thuan Provincial Public Security. Organize officers and soldiers to write a commitment to strive and practice moral qualities according to Uncle Ho's Six Teachings. Implement ethical standards and cultural codes of conduct in daily life and work; maintain the effectiveness of classification and flag-raising according to the criteria of Uncle Ho's Six Teachings, as a basis for the work of commenting, evaluating, and classifying emulation of collectives and individuals every year and serving the work of arranging, mobilizing, rotating, training, planning, appointing, dismissing, rewarding, and disciplining officers. Deploy many practical models and tasks in studying and implementing Uncle Ho's Six Teachings, such as: Launching overtime work, working on holidays, and handling administrative procedures; Issuing citizen identification cards at the grassroots level and at home for the elderly and disabled; working 24/7 to keep up with the progress of the project "National Population Database" and "Production, issuance and management of citizen identification cards"; implementing the motto of 6 knows: "knowing how to greet, knowing how to smile, knowing how to listen, knowing how to guide, knowing how to thank, knowing how to apologize"; the 4 gets movement: "being loved by the people, trusted by the Party and government, supported by departments and branches, and helped by colleagues...

It can be affirmed that the movement "People's Public Security studying and implementing Uncle Ho's Six Teachings" has become a widespread political activity in the entire Binh Thuan Provincial Public Security force. It helps each officer and soldier to self-reflect, self-correct, self-cultivate, and practice moral qualities and lifestyle according to Uncle Ho's Six Teachings. Raise awareness, sense of responsibility, dare to think, dare to do, dare to take responsibility, wholeheartedly serve the Fatherland, serve the people, be closely attached to the people; push back the degradation of political ideology, morality, lifestyle, "self-evolution", "self-transformation". Create positive and clear changes in all aspects of work, combat and building a clean and strong force to meet the requirements and tasks in the new situation. Summing up the emulation movement "For the security of the Fatherland" in 2022, Binh Thuan Provincial Police had 1 individual awarded the Third-class Fatherland Protection Medal by the President, 2 collectives and 2 individuals awarded Certificates of Merit by the Prime Minister. 84 collectives and 93 individuals were awarded Certificates of Merit by the Minister of Public Security. 12 collectives and 19 individuals were awarded Certificates of Merit by the Chairman of the Provincial People's Committee. 713 collectives and 1,475 individuals were awarded Certificates of Merit by the Director of the Provincial Police. In the period from 2016 to present, there have been many examples of collectives, officers and soldiers practicing diligence, thrift, integrity, uprightness, intelligence and bravery in the fight against crime, typically: Criminal Police Department, Tuy Phong District Police, The example of brave sacrifice in the performance of official duties of Lieutenant Colonel Tran Van Dung (Head of Tien Loi Commune Police, Phan Thiet City) while surrounding and arresting a drug-addled subject who was using a knife to attack passersby. A shining example of the bravery and determination to attack and suppress crime of Lieutenant Nguyen Van Hau (officer of Police Team 113, Department of Administrative Management of Social Order Police) while performing the task of capturing a murderer who was barricading himself in a house...

Solutions to continue promoting learning and implementing Uncle Ho's Six Teachings

To meet the requirements and tasks in the new situation, it is necessary to continue to promote the study and implementation of the Six Teachings of Uncle Ho to the People's Public Security, considering this an important foundation for building a truly clean, strong, disciplined, elite, and modern Binh Thuan Provincial Public Security force in the spirit of Resolution No. 12-NQ/TW dated March 16, 2022 of the Politburo . Accordingly, Binh Thuan Provincial Public Security determined to focus on implementing a number of key solutions, namely: Continue to promote the study, dissemination and propaganda so that Party committees, leaders, cadres and soldiers have a deep understanding of the value, revolutionary and scientific significance of the content of the Six Teachings of Uncle Ho to the People's Public Security, especially the issue of building political mettle, moral qualities, lifestyle, and the close relationship between the Public Security and the people in the new current conditions.

The members achieved high results at the contest "Binh Thuan Police Youth Study and Practice Uncle Ho's Six Teachings" in 2018.

Regularly combine studying and implementing Uncle Ho's Six Teachings with implementing the Resolution of the 4th Central Committee (13th tenure) on strengthening the building and rectification of the Party and the political system; resolutely prevent, repel, and strictly handle cadres and party members who have degraded political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" . Seriously and effectively carry out self-criticism, self-criticism, self-examination, and self-correction according to Uncle Ho's Six Teachings in the regular activities of the grassroots party organizations and units. Strengthen the inspection and supervision of the Party Committee and unit leaders on cadres and soldiers in implementing Uncle Ho's Six Teachings.
