The Naval Region 5 Command has just organized a contest for initiatives, models, teaching aids, lesson plans, and books on Party and political work in 2024. The contest had the participation of 8 focal agencies and units in the Region with 170 products. Of which, there were 31 initiatives and teaching aid models. These are all products researched and made by officers and soldiers, with high practical applicability, effectively serving Party and political work activities at the unit.

Grasping the soldier's ideology is an important content in Party work, political work that the Command of Naval Region 5 focuses on implementing to contribute to building political qualities, ethics, and lifestyle for each soldier. From there, create high unity in will and action throughout the unit, build a politically strong Region, meeting the requirements and tasks of protecting the Fatherland in all situations.
During the implementation process, besides the achieved results, there were still some problems and difficulties. The grasping and synthesizing of the ideological situation of soldiers was mainly done through handwriting, not continuously. This caused difficulties in managing and monitoring soldiers' ideology, leading to the failure to grasp the ideology of the troops in a timely manner. This reality urged Senior Lieutenant Le Dinh Quang (Staff, Technical Support Center - Logistics, Naval Region 5) to research and effectively apply science and technology to the management and grasping of soldiers' ideology at the unit.
The software for managing military ideology was written by Lieutenant Quang based on web programming language and database query language. The advantage of the software is that it is easy to operate, convenient for recording and storing information about the ideology of the unit's soldiers. When the unit changes personnel or needs to supplement ideological information, personal information, the person doing the registration work later can continue without interruption or loss of information. The software also helps the management and monitoring of ideology at the unit to be more intuitive, vivid, and has long-term use value. The unit commander can promptly grasp the ideological information of soldiers with a "mouse click".
According to Senior Lieutenant Le Dinh Quang, in addition to the existing features, the software can develop additional features: converting voice to text, automatically updating the database when there is enough relevant information... Currently, the software is applied at the Technical - Logistics Support Center and shows its effectiveness in the management process, capturing the thoughts of the Center's soldiers, and can be studied and applied throughout the army.

The initiative of software to test political awareness for officers and soldiers according to digital transformation by Captain Tran Dinh Kien, Technical Assistant (Logistics - Engineering Department, Regiment 551) also originated from practice and has effectively exploited the application of digital technology in performing tasks.
“The regiment has many radar stations, and inspecting a station requires organizing a working group or combining working trips to conduct the inspection. This more or less affects work efficiency. Meanwhile, the military intranet system is almost installed and deployed to all agencies and focal points of the unit,” said Captain Kien. He had the initiative to design software to help digitize the process of testing political awareness and other specialties in the form of multiple-choice tests. The software consists of two interfaces: The server interface is where questions are created, time is set, and test results are received. The client interface is where candidates take the test and submit their test. The results will be displayed immediately after candidates complete their answers. This helps candidates review their knowledge during the test.
With this software, it is possible to evaluate the level and awareness of soldiers without having to go to the unit to inspect and survey, ensuring work efficiency while contributing to saving time and costs...

These are two of 31 typical initiatives, models, and teaching aids participating in the 2024 contest of initiatives, models, teaching aids, lesson plans, and books for Party and political work of the Naval Region 5 Command. The soldier ideology management software of Senior Lieutenant Le Dinh Quang was awarded the best initiative award.
Popularize and replicate quality initiatives
Held annually, the Competition of initiatives, models, teaching aids, lesson plans, and books for Party and political work is a useful forum for sharing initiatives to improve the quality of political and ideological education. In 2024, the Command of Region 5 has a total of 170 products. The products all originate from practical activities of Party and political work. Agencies and units have focused on renewing, improving, and repairing models, teaching aids, and content aimed at political education, legal education, and propaganda and agitation work on the training ground. Many units have new and creative ideas, investing effort and funds to make models and teaching aids in sufficient quantity, with compact, durable, and beautiful designs that meet the requirements of Party and political work. The whole region has compiled 60 political lesson plans for subjects according to regulations... Many units and individuals have paid attention, invested, researched, and applied information technology to build initiatives and software, and find new solutions to improve the quality of Party and political work activities at the unit.

Colonel Le Van Huong, Deputy Political Commissar of Naval Region 5, Head of the Organizing Committee of the Contest, said: The highlight of this year's Contest is to continue to attract the participation of technical staff and at the same time organize online contests for units stationed in Nam Can, Ca Mau. Through the Contest, many new initiatives, software, models, and teaching aids have emerged, partly meeting the requirements and tasks of Party work, political work in general and political education work at grassroots units in particular, contributing significantly to the results of completing the common tasks of agencies, units and the entire Regional Command.
According to Rear Admiral Nguyen Huu Thoan, Political Commissar of Naval Region 5: For agencies and units with new initiatives and software of good quality, the Region will select, direct the organization to consolidate, supplement, complete, report to disseminate and replicate throughout the Region Command.

In the coming time, the Party committees, political commissars, commanders, and political agencies at all levels of the Naval Region 5 Command will continue to strengthen leadership and direction, pay more attention to and invest in consolidating and renewing initiatives, software, models, teaching aids, lesson plans, and books for Party and political work. Organize lessons learned, find new practical solutions, and apply widely, contributing to improving the quality of Party and political work activities in the unit and the entire Region Command in 2024 and the following years. Along with that, promote internal strength, motivate cadres and soldiers, especially political cadres, to actively study, research, explore, promote initiatives, renew many models and teaching aids; apply information technology to improve the quality and effectiveness of Party and political work activities at the unit to meet the requirements of tasks in the new situation.
At the end of the contest: The Organizing Committee awarded the first prize to Brigade 127; second prize to Brigade 175; third prize to Battalion 563; Technical and Logistics Support Center and Regiment 551 shared the third prize. In addition, the Naval Region 5 Command also awarded 5 individual prizes to authors with outstanding achievements in the contest. |
