These are some of the countless comments from Hanoi residents about their electricity bills in recent days. Although EVN Hanoi has explained that the increase in electricity bills is due to the increase in the number of days for calculating electricity bills from 30 to 57 days, many people are still "indignant" because the huge expense right after the Tet holiday makes them unable to handle it.
" I was so dizzy from spending on Tet that I didn't even have time to recover and now I have to worry about several million dong for electricity, it's a big worry. My family hasn't received the bill yet, but I heard that electricity bills are double or triple the normal price, so I had to prepare myself mentally in advance. I had to stop some unnecessary expenses to save up to pay the electricity bill ," said Mr. Manh Hung (Hai Ba Trung district).

Meanwhile, the family of Ms. Nguyen Thi Hoa (Linh Dam apartment building, Hoang Mai district) received an electricity bill of nearly 4.8 million VND. "In the post-Tet expenditure, I had set aside about 2 million VND to pay for electricity. Now the amount is more than double, causing my family's spending plan to be disrupted, because the financial resources have run out after Tet," Ms. Hoa said.
Similarly, Ms. Nguyen Thi Phuong (Tan Trieu, Thanh Tri district) also said that normally her family only pays about 900,000 VND/month for electricity, but when the electricity meter was recorded at the end of February, she had to pay up to 2.5 million VND.
“This additional amount of money forced me to balance my spending. Although I know that the new policy and the amount of money I have to pay will not actually exceed 2 months, the thing is that many people like me are not able to handle it in time,” said Ms. Phuong.
Ms. Mai Hoa (Cau Giay District, Hanoi) disagreed with the electricity industry changing the way bills are calculated during the Tet holiday. Ms. Hoa said: " During the Lunar New Year, people have too many worries and cannot keep up with EVN's announcements. Moreover, it is also a sensitive time, people have to spend a lot. If the electricity industry postpones the implementation to another time and clearly explains to people before implementing, it will be more reasonable and also help people prepare mentally and financially better."
Ms. Hoa also emphasized that the electricity industry must better promote new policies. " When most consumers - EVN's customers - are still unclear about this, it means that the electricity industry has not promoted it well ," Ms. Hoa stated her opinion.
In addition to the angry comments, many people also said that they have a better understanding of the new electricity bill calculation method. One person wrote on Facebook and received many comments in agreement:
" On Facebook, many people are concerned that calculating the electricity bill for 2 months according to the new meter reading schedule at the end of the month (instead of the 4th of each month as before), and paying the electricity bill according to the cumulative level, will cost much more. But in reality, that is not the case. The actual number of days of use increases (due to the extension of the meter reading period); the payment rate for each level is also increased accordingly.
It can be calculated as follows: The normal payment period is 31 days, the standard for calculating the electricity bill of level 1 is 50 kWh. Now the payment period is extended to 57 days (increased by 1.84 times), the standard for calculating the electricity bill of level 1 also increases by 1.84 times, up to 92 kWh. The following cumulative levels also increase accordingly.
So, in fact, I pay for almost 2 months, so the electricity bill is high, but I still pay the same amount as I use monthly; I don't have to worry about losing money because the bill is cumulative."
Previously, responding to VTC News , Mr. Le Anh Duong - Deputy General Director of Hanoi Electricity Corporation EVNHANOI said that from February 2024, EVNHANOI will change the meter reading schedule to the end of the month instead of the beginning of the month as before.
Therefore, the number of days for calculating electricity bills this time increased from 30 days to 57 days (the amount of electricity customers have to pay for both January and February), so the electricity bill is almost double compared to last month.
" The electricity bill is high, but the rights of more than 2.8 million electricity customers in the capital are guaranteed, because the electricity usage level of each level is also adjusted according to the actual number of days of the meter reading period.
The actual number of days of this billing period increased to 57 days, EVNHANOI also adjusted the number of kWh to enjoy the electricity price of level 1, level 2 from 50kWh (according to regulations) was expanded to 92kWh; level 3 was expanded from 100kWh to 184kWh ", said the leader of EVNHANOI.
EVNHANOI leaders also affirmed that the change in electricity meter reading schedule aims to support customers to conveniently monitor monthly electricity consumption, proactively pay electricity bills, as well as facilitate businesses to comply with accounting regulations.
This work helps the electricity industry to increasingly improve the quality of customer service, to correctly and fully account for electricity revenue generated each month; to comply with and meet the requirements and regulations on tax payment obligations to the State, and to fully reflect revenue in the fiscal year in accordance with the costs incurred in the accounting year.
