The leader of the Ho Chi Minh City Department of Health said that he has requested relevant functional departments to review the licensing assessment process, technical list and price declaration of 115 Xuyen Viet Transportation Company Limited and handle it in accordance with regulations if the company has any violations.

Regarding the information streak in SGGP Newspaper (published from August 15 to 19) reflecting the situation of the 115 emergency transport facility charging too high transportation fees, causing difficulties for people, especially those in difficult circumstances, on August 21, the leader of the Ho Chi Minh City Department of Health said that he had requested relevant functional departments to review the licensing assessment process, technical list and price declaration of 115 Xuyen Viet Transport Company Limited (115 Xuyen Viet Transport Facility) and handle it in accordance with regulations if the company has any violations.

Through review, the Department of Health Services Management - Department of Health said that the 115 Xuyen Viet transport facility was assessed by the Department of Health as qualified and licensed to provide emergency services and support patient transportation according to Decree 155/2018/ND-CP for the first time at 37H/4B Phu Tho, Ward 1, District 11 in 2016.

The facility then applied to move to 219/6 Au Duong Lan Lan, Ward 3, District 8 and was re-licensed for the second time in February 2023.

115 Xuyen Viet Transport Facility is permitted by the Department of Health to perform 49 techniques related to first aid and emergency care for patients.

According to regulations, private facilities have the right to decide on the price charged for licensed technical services, but must declare the price charged according to regulations with the Department of Health, and must publicly announce and post the service price for people and patients to know so that they can negotiate, choose services, and give comments on prices when using the service.

After reviewing, the Department of Finance and Planning - Department of Health said that 115 Xuyen Viet Transport Company Limited has not declared the collected prices according to regulations to the Department of Health. The leaders of the Department of Health have requested the Department Inspectorate to check the activities and collected prices of 115 Xuyen Viet Transport Company Limited and handle according to regulations if the company has any violations.

According to Associate Professor, Dr. Tang Chi Thuong, Director of the Ho Chi Minh City Department of Health, in the coming time, the Department will continue to strengthen state management solutions on emergency patient transportation activities in the area, coordinate with functional agencies to strengthen management, inspection, supervision of practice licensing, post-inspection and strictly handle administrative violations against emergency service facilities and patient transportation support facilities in the city; guide licensed private facilities on declaring prices for emergency services and patient transportation support in accordance with the provisions of the Law on Prices.

Currently, the Department of Health is building software to manage price declarations for medical examination and treatment services. In the near future, facilities will self-declare prices through the software, thereby helping state management agencies control prices more effectively and detect cases of unusually high price declarations.

“The Department of Health will propose to establish a Council to appraise cases of unusually high price declarations. The Council will be responsible for reviewing, proposing and reporting to the Ho Chi Minh City People's Committee on these cases; at the same time, propose that the Ho Chi Minh City People's Committee include the content of checking the price formation factors for the price of medical examination and treatment services (including the price of emergency transportation) to serve the city's price management and operation work”, Associate Professor, Dr. Tang Chi Thuong informed and recommended that people need to raise awareness of their rights when using emergency transportation services and promptly report cases of emergency transportation units charging excessively high prices to the Department of Health Inspectorate via hotline 098.940.1155.
