Quang Ninh, a bright spot in marine aquaculture development

Sharing at the Press Conference on Sustainable Development of Marine Aquaculture - View from Quang Ninh jointly organized by the Ministry of Agriculture and Rural Development and the People's Committee of Quang Ninh province from March 31 to April 1, 2024, Mr. Nguyen Minh Son, Director of the Department of Agriculture and Rural Development of Quang Ninh province affirmed that Quang Ninh is one of the localities possessing many available strengths to develop the marine economy and fisheries with more than 2,000 large and small islands, a 250km long coastline running from Mong Cai to Quang Yen, 40,000 hectares of tidal flats, over 20,000 hectares of bays and straits...

In 2023, the total aquaculture area of ​​the province will reach nearly 42,300 hectares; of which: inland aquaculture will reach nearly 32,100 hectares, marine aquaculture will reach 10,200 hectares. Total aquatic product output will reach more than 175,000 tons, of which aquatic exploitation will reach more than 81,600 tons, aquaculture will reach more than 93,700 tons. Production value will reach more than 6,900 million VND, added value will reach more than 3,900 million VND, accounting for nearly 50% of the value of the agricultural and rural development sector.

In the coming time, to promote marine farming, Quang Ninh province will focus on issuing a sustainable marine farming development project; perfecting standards and regulations on marine farming; investing in and synchronizing marine farming infrastructure; encouraging, mobilizing and supporting policies for households to switch to large-scale marine farming and applying high technology.

In addition, the organization allocates certain sea areas to organizations and individuals capable of exploiting marine resources; Strengthens capacity for management and training of skilled human resources; Develops marine aquaculture in conjunction with other economic sectors such as tourism to promote and exploit multi-value; Attracts large investors to lead the value chain of the seafood industry.

Assessing the implementation of marine farming activities in Quang Ninh, Mr. Tran Dinh Luan, Director of the Department of Fisheries, said that Quang Ninh is a locality with a marine farming plan that aims to bring a better life to farmers, protect the blue sea, and develop fisheries.

"Many localities often complain about difficulties in developing marine aquaculture, so they can learn from Quang Ninh and Hai Phong, although the process of restructuring marine aquaculture, demarcating water surfaces, and replacing environmentally friendly marine farming materials also encountered many barriers and hardships," said Mr. Luan.

Regarding the planning of marine aquaculture areas, Mr. Luan said that the space for aquaculture development should not be limited by “highlighted” plans but should go beyond boundaries and integrate with other economic sectors such as tourism. In addition, marine aquaculture also aims at emission reduction and green growth activities, according to Vietnam’s commitments in the international arena.

Meanwhile, Mr. Nguyen Minh Son said that the planning must ensure that the marine aquaculture industry is not entangled in areas reserved for tourism or in the region. Mr. Son also said that the province plans aquaculture for each village, and all marine aquaculture households are reviewed. From there, households planning to change their occupation can be assigned a marine area to switch from exploitation to aquaculture.

Connecting and attracting investment in marine farming

Sharing information about the Conference on Sustainable Development of Marine Aquaculture - View from Quang Ninh", Mr. Nguyen Ngoc Thach, Editor-in-Chief of Vietnam Agriculture Newspaper, the media sponsor of the conference, said that this is one of the largest and most prestigious conferences on marine aquaculture ever in Vietnam.

The conference, chaired by Minister of Agriculture and Rural Development Le Minh Hoan and leaders of Quang Ninh province, is expected to attract about 300 - 350 domestic and international delegates, including representatives of counselors, embassies and experts from countries with leading strengths in marine aquaculture in the world today such as: Australia, Norway, Denmark, the United States, Japan, Korea, China, EU, the Netherlands, UNDP, FAO, IUCN, FFW, SNV,... The conference will be live-streamed on the multimedia platforms of Vietnam Agriculture Newspaper.

It is known that in the recent past, the Government and the Ministry of Agriculture and Rural Development have issued a number of policies and programs to encourage and promote marine farming. Thanks to that, the marine farming industry has been initially formed in Vietnam such as: Infrastructure for seed production areas, concentrated farming areas, supporting industries (feed, farming equipment, cages, new materials), processing industry, developing consumer markets, etc.

Currently, marine aquaculture plays a particularly important role in the development of the marine economy, aiming to turn our country into a strong marine nation, rich from the sea in the century of seas and oceans.

To concretize this strategy, the Prime Minister issued Decision No. 1664/QD-TTg approving the Marine Aquaculture Project to 2030, with a vision to 2045.

The project aims to have a marine farming area of ​​280,000 hectares by 2025, an output of 850,000 tons, and an export turnover of 0.8 - 1 billion USD. By 2030, the marine farming area will reach 300,000 hectares, an output of 1.45 million tons, and an export turnover of 1.8 - 2 billion USD.

The development orientation of our country's marine aquaculture industry in the coming time is to develop industrial marine aquaculture with advanced technology, strict planning, and modern management methods. Developing marine aquaculture in coastal areas, offshore areas, offshore and onshore, promoting the biodiversity of tropical regions. Integrating economic and technical resources of the oil and gas, shipbuilding, maritime transport, and ecosystem engineering industries, ensuring sustainable development...

The potential and advantages for developing marine aquaculture in our country are there. But to fly far and create a strong ecosystem, we still have many difficulties that need to be resolved, especially in terms of technology and policy mechanisms in licensing sea surface allocation.

Therefore, the "Conference on sustainable development of marine aquaculture - View from Quang Ninh" was held with the aim of accelerating the implementation of Project 1664 on marine aquaculture in Quang Ninh province; Identifying the current situation of marine aquaculture in the world and in the country; Deploying the organization of marine aquaculture planning and environmental impact assessment procedures, removing difficulties in licensing and assigning marine aquaculture areas in Quang Ninh in particular and the whole country in general in the coming time.

The conference will also introduce the potential, strengths, mechanisms and policies to attract investment in developing marine aquaculture in an industrial, modern and multi-value direction, and at the same time consult experts, scientists and domestic and foreign enterprises to organize sustainable development of marine aquaculture in Quang Ninh province in the coming years.
