Within the framework of the 57th Regular Session of the United Nations (UN) Human Rights Council, Ambassador Mai Phan Dung, Head of the Permanent Mission of Vietnam to the UN, the World Trade Organization (WTO) and other international organizations in Geneva (Switzerland), delivered a speech at the general discussion on the updated report of the UN High Commissioner for Human Rights Volker Türk on the human rights situation worldwide.
In his speech, Ambassador Mai Phan Dung expressed his appreciation for the active role and efforts of the UN High Commissioner for Human Rights in promoting the activities of the UN Human Rights Council.
He affirmed that Vietnam supports the activities of the Office of the UN High Commissioner for Human Rights to promote and protect human rights in the context of many conflicts and crises taking place around the world.
Ambassador Mai Phan Dung emphasized Vietnam's people-centered development policy, considering people as the subject, goal and driving force of development, aiming to achieve sustainable development goals.
The Ambassador also informed about Vietnam's efforts to overcome the consequences of storm No. 3 (Yagi), specifically landslides and floods that left more than 200 people dead or missing, hundreds injured and caused many other serious damages.
Accordingly, Vietnam believes that it is necessary to promote initiatives and actions at the national, regional and international levels to address the negative impacts of global challenges such as climate change and food insecurity - which are threatening the enjoyment of human rights of people around the world, especially vulnerable groups, as well as the ability to achieve sustainable development goals.
Besides, Ambassador Mai Phan Dung reaffirmed that Vietnam is committed to promoting substantive dialogue and effective cooperation with all member states as well as UN human rights mechanisms.
The head of the Vietnamese delegation expressed regret that the UN High Commissioner for Human Rights and some countries mentioned Vietnam through one-sided, untrue and unverified information. He stated that Vietnam supports the basic principles of universality, fairness, objectivity, non-selectivity, and non-interference in the internal affairs of countries.
Earlier, UN High Commissioner for Human Rights Volker Türk presented an update on the human rights situation around the world, expressing deep concern about the current human rights situation, emphasizing that the world is at a critical crossroads and warning of the risk of a “new normal” marked by military escalation, growing inequality and widespread disinformation.
He also called for a recommitment to human rights and universal values to address these challenges, mentioning the human rights situation in a number of countries and territories.
In addition, the UN High Commissioner for Human Rights also called for global solidarity, national leaders to focus on human rights and oppose the risk of a chaotic "new normal" to move towards a more just, peaceful and sustainable future for all.
Within the framework of the session, Ambassador Mai Phan Dung also participated in a general discussion on promoting and protecting economic, cultural and social rights in the context of addressing inequality.
In his speech, the Ambassador emphasized the need for timely international cooperation in the context of many countries facing many challenges in promoting and protecting economic, social and cultural rights, which persist and are exacerbated by the Covid-19 pandemic, climate change and economic instability;
In addition, many countries struggle to ensure that disadvantaged and vulnerable groups have access to basic services such as health care, education and social protection.
Returning to Vietnam, Ambassador Mai Phan Dung highlighted many advances in poverty reduction, expanding universal health care and increasing access to education through comprehensive development policies and international cooperation; challenges, especially ensuring rapid economic growth will leave no one behind, especially in rural and remote areas.
At the 57th Session of the UN Human Rights Council taking place in Geneva from September 9 to October 11, 2024, Vietnam continued to promote its participation as a member of the Council for the 2023-2025 term.
Accordingly, Vietnam developed a general statement at the discussion session on the topic of promoting human rights and access to health through vaccination. Along with that, Vietnam also actively participated in organizing thematic discussions and consulting on decisions and resolutions.
Also at this session, the UN Human Rights Council will adopt the report of the Working Group on Vietnam's fourth cycle UPR.
