Vietnam cooperates in training and fostering officials for the Lao Party and State

The Ho Chi Minh National Academy of Politics has just signed a Cooperation Agreement with the Lao National Academy of Politics and Public Administration for the period 2024 - 2028. The Agreement was signed during the visit and working session in Laos from June 25-28 of the delegation of leaders and managers of the Ho Chi Minh National Academy of Politics led by Prof. Dr. Le Van Loi, Deputy Director of the Academy.

Strengthening cooperation in training and fostering leaders and managers for the Lao Party and State

The content of the agreement focuses on training and fostering staff, scientific research, delegation exchanges, information and document exchanges between the two Academies. Specifically: Ho Chi Minh National Academy of Politics opens training and fostering classes for cadres for the Lao Party and State; sends experts to teach a number of majors and report on scientific topics, including teaching graduate and doctoral students; opens short-term professional training courses in Vietnam for cadres and lecturers working at the Lao National Academy of Politics and Public Administration and the Political and Administrative Schools of Lao provinces.

The Lao National Academy of Politics and Public Administration undertakes postgraduate training and improves Lao language proficiency for officials of the Ho Chi Minh National Academy of Politics; the Ho Chi Minh National Academy of Politics and the Lao National Academy of Politics and Public Administration coordinate to complete the project to build the Lao National Academy of Politics and Public Administration in the Southern region in Champasak province. The two sides take turns to organize international scientific conferences every two years; coordinate with the Vietnam Academy of Social Sciences and the Lao National Institute of Economic and Social Sciences to organize 4-party scientific conferences on a rotational basis...

Also during this visit, the delegation attended the international scientific conference “Lessons learned from 40 years of innovation and development in Laos and Vietnam” jointly organized by the Ho Chi Minh National Academy of Politics, the Vietnam Academy of Social Sciences, the Lao National Academy of Politics and Public Administration, and the Lao National Institute of Economic and Social Sciences.

Speaking at the workshop, Prof. Dr. Le Van Loi assessed that after nearly 40 years of implementing the renovation policy, Vietnam and Laos have achieved many important and historic achievements. Both countries have emerged from the socio-economic crisis and underdevelopment, becoming developing countries, promoting industrialization, modernization and strong and deep international integration. The economy has grown strongly and stably; national defense and security have been strengthened; culture and society have made new progress; people's lives have been gradually improved; the socialist rule of law state and political system have been consolidated; independence, sovereignty, unity and territorial integrity and the socialist regime have been maintained.

In addition to the achievements, both Vietnam and Laos are facing a number of difficulties and challenges such as: low growth quality and competitiveness, lack of sustainability; unsynchronized infrastructure; limited efficiency and capacity of many enterprises, including state-owned enterprises; polluted environment in many places. Market management and regulation still has many shortcomings; rapid population aging trend; increasing gap between rich and poor; quality of education, health care and many other public services are still limited; culture and social ethics are deteriorating; crimes and social evils are developing complicatedly. Hostile forces always seek every means to intervene, sabotage, cause instability, and carry out the plot of "peaceful evolution" to eliminate socialism...

Therefore, summarizing 40 years of innovation aims to evaluate the achievements and limitations of the innovation process; point out the causes of those achievements and limitations; analyze and forecast the new context, clearly identify opportunities and challenges for continuing to promote the innovation process. On that basis, draw lessons, at the same time provide scientific arguments for building and developing the country, protecting the Fatherland in the new period; propose key viewpoints and solutions, breakthroughs to carry out the tasks of building and developing the country in Vietnam and Laos in the new period.

Prof. Dr. Le Van Loi said: The workshop is an important and meaningful academic forum, taking place in the context that Laos and Vietnam are carrying out many research activities to summarize the practices of the two countries in order to provide scientific and practical arguments for the process of compiling documents of the 12th National Congress of the Lao People's Revolutionary Party and the 14th National Congress of the Communist Party of Vietnam.

At the end of the conference, the Ho Chi Minh National Academy of Politics took on the task of hosting the 2025 Four-Party International Scientific Conference.
