The auction law stipulates that the auction will continue until someone wins, so the auction for the three new sand mines lasted nearly 22 hours, according to Deputy Director of the Department of Natural Resources and Environment Nguyen Anh Quan.
Directly supervising the auction of three sand mines in Ba Vi and Bac Tu Liem districts on November 5-6, Mr. Quan said that the auction will be conducted in the form of direct voting. Participants will vote in multiple rounds and continuously until no one else bids. The person with the highest final bid will be the winner.
The large number of investors participating, through many rounds of voting, also caused the auction to last longer. Chau Son mine was auctioned first with 29 investors participating, through 89 rounds with a time of 12 hours to complete (from 9am to 9pm on November 5).
"Previous auctions usually only took a few hours," said Mr. Quan, thanking the investors for working with the organizers to make the auction a success despite the long time.

Regarding concerns about auction winners abandoning their deposits, the Deputy Director of the Department of Natural Resources and Environment said that the Department has prepared all scenarios, including auctions lasting for many hours or abandoning deposits after the auction. In fact, it is not uncommon for investors to abandon their deposits and the law has sanctions for each specific case.
Conducting the auction, Ms. Nguyen Thi Ngoc Lan, Director of the Bac Trung Nam Joint Stock Auction Company (the organizer), said that investors will not forfeit their deposits because they have compared prices step by step and the legal constraints of mineral auctions are quite large.
According to the Auction Law, if the winning bidder fails to fulfill its financial obligations within the prescribed time, it will lose its deposit. According to the Mineral Law, if investors refuse to accept the winning bid results, they will be banned from bidding for the following 12 months.

Ms. Lan emphasized that the auction of the three sand mines "is history in terms of time". "In the 10 years I have been organizing auctions, this is the longest. Other auctions only last 2 to 3 hours at most", Ms. Lan said, adding that when the Department of Natural Resources and Environment chose the auction format by multi-round voting, the company anticipated that the time would be long, so it prepared 5 auctioneers to take turns conducting the auction. However, Ms. Lan conducted the entire auction, which lasted nearly 22 hours.
"I didn't eat, just had two cartons of fresh milk and spent 5-10 minutes on personal matters," said Ms. Lan. She said she was mentally prepared for the long auction and the auction was successful so she didn't feel tired.
According to Ms. Lan, in addition to the multi-round voting auction, there are three other auction forms: direct verbal auction; online auction; and indirect voting auction. She hopes that the city will choose the indirect voting auction in the next mining rights auctions because this form is superior and does not take as much time as direct voting auctions.
The leader of the Department of Natural Resources and Environment said that after receiving a written notice of the results from the auction organization company (no later than 5 days after the auction ends), the Department will transfer the file to the tax authority to notify the auction winner to fulfill tax obligations according to regulations.
No later than 10 days after receiving the decision approving the auction results, the Tax Department shall notify the winning organization or individual to pay the money to the State budget. In case the amount is less than 50 billion VND, it shall be paid in one lump sum according to the notice of the tax authority.
The three sand mines all have winning bids of more than VND50 billion, so the winning organizations and individuals must pay at least VND50 billion in the first installment before being granted a mining license. The remaining amount will be collected in installments over a period of no more than 5 years from the date of being granted a mining license.
On November 5-6, the Hanoi Department of Natural Resources and Environment organized an auction of three sand mines: Chau Son (Chau Son commune, Ba Vi district), Tay Dang - Minh Chau (Tay Dang town, Minh Chau commune, Ba Vi district) and Lien Mac mine (Thuong Cat ward, Bac Tu Liem district). The auction lasted from 9:00 a.m. on November 5 to 5:33 a.m. on November 6, with the final price being VND1,690 billion, 70 times higher than the starting price.
