In the latest draft of the Teachers Law, the drafting agency (Ministry of Education and Training) has designed 10 State policies on building and developing the teaching staff with many incentives. Among them, many new policies on teachers' salaries in public educational institutions are proposed.
The Ministry of Education and Training proposes many preferential policies on teachers' salaries.
The basic salary according to the teacher salary scale is ranked highest in the administrative career salary scale system. Professional incentives and other allowances depend on the nature of the job, the region, and the provisions of the law.
Notably, the draft stipulates that teachers recruited and assigned salaries for the first time will be increased by 1 salary level in the administrative career salary scale system.
In the Government's report on acceptance and explanation submitted to the National Assembly Standing Committee at the 38th session, it also added an assessment of policy impact, expected resources, and conditions to ensure the implementation of the law after it is passed.
The report evaluates the regulations on teachers recruited and assigned for the first time to be increased by 1 salary level in the administrative career salary scale system.
According to local reports, as of May, the number of teachers recruited in the 2023-2024 school year was 19,474. Of which, 5,592 were preschoolers, 7,737 were primary schoolers, 4,609 were junior high schoolers, and 1,536 were high schoolers.
If the policy of increasing salary by 1 level in the administrative career salary scale system is implemented, the state budget will need to add about 22 billion VND/month to pay teachers' salaries, which means the annual budget will need to add 264 billion VND.
Is it feasible in terms of resources?
Mr. Vu Minh Duc, Director of the Department of Teachers and Educational Managers (Ministry of Education and Training), said: "The draft includes a proposal to raise the salary level of newly recruited teachers because according to our survey, of the teachers who quit the profession, up to 61% are under 35 years old and one of the reasons leading to this situation is low income, not enough to cover living needs. While young people have many things to worry about such as supporting themselves, taking care of their children, the need to study to improve their qualifications...".
According to Mr. Duc, the salary of teachers with less than 5 years of experience is currently very low. Therefore, raising the starting salary for teachers by 1 level is a proposal to encourage young people to enter the teaching profession. This is also part of realizing the goal of the highest salary for teachers in the salary scale.
Regarding the feasibility of these proposals, Director Vu Minh Duc said that the Ministry of Education and Training has coordinated with the Ministry of Home Affairs to assess the impact and submit a specific plan on this, ensuring that the increase in allowances and salary levels for the above subjects is consistent with national resources. According to calculations, increasing the starting salary level for teachers by 1 level will only increase by 14% compared to other professions.
In addition, Mr. Duc said, the drafting committee proposed to increase the allowance for preschool and primary school teachers by 5-10%. The reason comes from the fact that preschool and primary school teachers have longer working hours at school, more difficult working conditions and more pressure. Currently, the professional allowance for teachers is regulated at 25% for university lecturers and 35-70% for preschool and primary school teachers depending on the subject and working region.
