The National Innovation Center (NIC) based in Hoa Lac Hi-Tech Park completed its infrastructure and was inaugurated on the morning of October 28.
The inauguration ceremony of NIC and the opening of the Vietnam International Innovation Exhibition 2023 (VIIE 2023) was attended by Prime Minister Pham Minh Chinh and leaders of ministries and branches. The event was chaired by the Ministry of Planning and Investment and co-organized by NIC.
In his opening speech, Minister of Planning and Investment Nguyen Chi Dung said that the Center is operating and organizing activities with the desire to contribute to promoting the innovation of the growth model towards rapid and sustainable growth based on science, technology and innovation.
He said that the center has unique features, one of the first innovation center models in the world owned by the state to serve the common goals of the country, has a special mechanism, and is invested and operated entirely by socialized capital.
On the inauguration day, the exhibition, workshop and award ceremony were held to connect the subjects of the innovation ecosystem, introduce, demonstrate and spread typical innovative technologies and products of Vietnam and the world.
Speaking at the event, Prime Minister Pham Minh Chinh highly appreciated the establishment and construction of the innovation center, fully connecting the ecosystem subjects in Vietnam. He said the exhibition spread the image of the innovative country to the public and the world community, thereby showing the potential development advantages and the ability to access and apply the achievements of the 4th industrial revolution.

The exhibition has the participation of many large corporations, small and medium enterprises, innovative startups, and typical institutes and schools focusing on key areas such as smart factories, smart cities, digital content, cyber security, semiconductor industry, environmental technology, hydrogen technology, and medical technology. The Prime Minister expects the event to promote the connection of subjects in the innovation ecosystem, expanding international cooperation connections.
The Prime Minister believes that the inauguration of the national innovation space will contribute to creating a new symbol for Vietnam as a destination for innovation. However, he also noted the need to soon operate and maximize the effectiveness of the center. He asked the Ministry of Planning and Investment, the Ministry of Science and Technology, and the Hanoi People's Committee to coordinate with businesses to make good use of cooperation opportunities with international partners.
To operate the Center, the Prime Minister requested to soon complete the policy institutions, promptly meet the needs of the subjects in the ecosystem, especially innovative start-ups. He also suggested boldly implementing pilot projects in potential areas, creating breakthroughs in the direction of rapid and sustainable development. At the same time, build a strategy to focus on areas with high content of science and technology innovation, bringing high added value to Vietnam in the coming period such as the semiconductor industry, hydrogen industry, healthcare, education, and smart intelligence.

Construction started on January 9, 2021, after two years of implementation, the National Innovation Center is designed in the shape of an eagle taking off, symbolizing the mission of realizing creative ideas, creating breakthrough values, promoting innovative businesses to develop far. The center has a working floor area of nearly 20,000 m2, focusing on innovation activities, seminars, forums, creating research and development space, promoting communication and connection, and promoting technology transfer. This is a place to incubate and support dozens of potential startups, technology businesses, connecting experts and partners in the innovation ecosystem.
VIIE 2023 takes place over 5 days, from October 28 to November 1, with the theme "Convergence - Innovation - Spread". The exhibition has about 300 booths from large technology enterprises, introducing and promoting advanced technology products and solutions in 8 key areas.
